The Ministry of Finance of the Republic of Azerbaijan and the DMFAS Programme are implementing a technical assistance project for the implementation of DMFAS 6, which is funded by the State Secretariat for Economic Affairs of Switzerland (SECO). Its implementation started in early 2020 with the installation of the DMFAS software at the Agency for Managing Public Debt and Financial Obligations.
The project’s latest activity, the debt data validation workshop, took place in September 2021. This two-week workshop was organized remotely due to the continued travel restrictions. The main objective was to train debt officers on data validation principles and techniques.
By the end of the workshop, trained officers were knowledgeable about data validation principles. They learned how to extract debt data from the DMFAS database and to generate validation reports. They also received concrete recommendations for the drafting of new comprehensive data validation procedures. This was the first of two training events which, when completed next March (planned), will allow debt managers to conduct regular data validation assessments through standard procedures and reports.
Performing regular data validation checks is essential to guarantee the completeness and reliability of the debt database as it will ensure the quality of debt statistics produced. Debt managers and policy-makers need this reliable data to take informed decisions on public debt and ensure debt transparency.
