Under a project signed in 2019 between the Ministry of Finance, Planning and Economic Development (MoFPND) and UNCTAD, in-country activities have resumed for the first time since the COVID pandemic.
A first DMFAS training mission was organized in Kampala under this project just before COVID-19 travel restrictions were applied in March 2020. A second activity was organized remotely in October 2020 however, country authorities preferred to suspend further activities until have face-to-face events could resume. With most COVID travel restrictions lifted, a DMFAS mission visited Kampala from February 6 to 15 2023 to provide a refresher training on DMFAS and to train advanced users on new DMFAS functionalities.
DMFAS is used in Uganda by both the Accountant’s General Office of the MoFPND and the Bank of Uganda (BoU). As has been the practice under past projects, training activities are usually shared among the two institutions and this time BoU also participated in the training event. A total of 18 participants took part in the workshop of which 3 from the BoU.
The DMFAS mission also discussed future training activities under the ongoing project and it was agreed to plan a workshop on producing a local DMFAS procedures manual as well as a workshop on debt portfolio analysis, both to be implemented in 2023.
The DMFAS mission was accompanied by an advanced DMFAS user from the Zimbabwean Public Debt Management office to provide him with exposure to DMFAS training events. His participation was sponsored by MEFMI and reflects the strong partnership between MEFMI and the DMFAS Programme in building debt management capacities in the Eastern and Southern Africa sub-region.
