As of April 2022, the Ministry of Economy, Finance and Planning (MEFP) of the Republic of Guinea joined the Debt Management and Financial Analysis System (DMFAS) community and started using DMFAS 6 for managing its public debt.
The implementation of DMFAS at the Public Debt Department is part of a larger project on public finance reform (PAGEF) financed by the Agence Française de Développement (AFD).
After purchasing the necessary equipment, the first two project activities took place in Conakry.
Installation of DMFAS 6
Firstly, DMFAS 6 software was installed in the MEFP servers from 21 March to 2 April 2022 and the technical staff was trained in its maintenance.
The DMFAS software is certified to be installed on several UNIX and LINUX operating systems (e.g. HP-UX, Solaris, CentOS, Alma Linux). The National Department of Information Systems (DNSI) of the Republic of Guinea opted for Oracle Linux 8.5 servers, for which DMFAS had prepared a new installation standard.
Building on the strengths of the local database administrators, draft security procedures were developed with the trainer and will be implemented once validated by the authorities. In addition, a backup procedure using a combination of the strategies presented during the training was developed and implemented.
Training in the basic use of DMFAS 6
Secondly, from 28 March to 8 April, 24 debt officers and 4 IT experts were trained on the basic use of the DMFAS system. They learned how to register loans and bonds in DMFAS and how to produce related reports.
At the end of the training, His Excellency, Dr. Lanciné Conde, Minister of Economy, Finance and Planning, personally distributed the certificates to the participants. The mission received excellent support from Expertise France, who oversees implementing the PAGEF project on public financial reform.
Next steps
From 25 April until 2 July, a DMFAS consultant will support the MEFP in the creation of the database on public debt. He will assist the users in interpreting loan contracts and registering debt data into the system following international standards and best practices.
UNCTAD will continue providing support and training to the MEFP throughout the project, which includes capacity building in debt data validation, the elaboration of a statistical bulletin on public sector debt and debt portfolio analysis.
