UNCTAD through its Unit on Economic Cooperation and Integration among Developing Countries (ECIDC) in the Division on Globalization and Development Strategies assist developing economies to strengthen their linkages through trade and productive integration along global and regional value chains. It also encourages the sharing of successful policy experiences among economies of the South. In this context, fostering peer learning between Asia, Latin America and Africa is an area where the Unit has extensive experience and can leverage on multiple projects.
Furthermore, ECIDC has been participating to the OECD Initiative for Policy Dialogue on GVCs, Production Transformation and Development since its inception in 2013 providing forward-looking contributions to the global debate on trade and development and developing novel insights on analyzing GVCs participation opportunities and risks for developing countries.
Objectives:
This webinar will offer an opportunity to discuss the scenarios of value chains reconfiguration occurring as a response to the pandemic and the multiple forces pushing to reorganize supply chains across the globe, and the impacts these changes can have on developing countries. The webinar will help to clarify the fragilities of GVCs exposed by the COVID-19 pandemic and the new opportunities which could ensue by a renowned global division of labour.
The roundtable will contribute to clarify scenarios of international production networks organization globally, the implications on different developing countries and the required updates in their policy frameworks to benefit from a fast-changing landscape. The webinar will also contribute to support developing countries in updating their national and regional policy frameworks in a strategic way, in terms of industries, typology of policy measures, partnerships and financing for production development, taking into account the new technologies and the global reorganization of trade and production.
The webinar brings together policymakers from various developing countries academic experts in an attempt to offer to the audience both a snapshot of developing countries’ policy experience in the current scenario and a more general and macro perspective.

Tauhid Ahmad is executive director at INDEF. His subject of interests are state financing, monetary, fiscal decentralization and autonomy. He also specialized in manufacturing and international trade.
Tauhid received his master degree in Faculty of Economics and Business at University of Indonesia. He received his doctorate degree in Bogor Institute of Agriculture in 2018 with Global Value Chain of Forestry Commodities as his dissertation. He has research experiences with both government and NGOs. Among them are World Bank, UNDP, AUSAID, and The Asia Foundation.
Piergiuseppe Fortunato is an economist at the United Nations Conference on Trade and Development (UNCTAD) where he leads projects on structural transformation, Global Value Chains and economic integration.
He has worked in the offices of the United Nations both in New York and in Geneva as well as for various universities and research institutes (University of Bologna, Universitè de Paris I Panthéon-Sorbonne, IAE Barcelona, etc.).
He has published widely in leading academic journals, as The Economic Journal and The Journal of Economic Growth and contributes regularly with several media outlets.
He collaborated with governments of several countries in Asia, Africa and Latin America and is an active part of the dialogue on global governance in various international fora.
Annalisa Primi is the Head of the Division on Economic Transformation and Development of the OECD Development Centre. She is the Head of the OECD Policy Dialogue Initiative on GVCs) Production Transformation and Development.
She joined the OECD in 2009, and previously to the Development Centre, she worked as economist for the Directorate of Science, Technology and Industry and for the Directorate for Public Governance and Territorial Development. From 2003 to 2009 she was Associated Expert Economic Officer at the United Nations Economic Commission for Latin America and the Caribbean (CEPAL), in Santiago, Chile.
Francesco Prota is Associate Professor in the Department of Economics and Finance at the University of Bari “Aldo Moro”, Italy. He holds a Ph.D. in Agricultural and Environmental Economics.
His research interests include regional economics and international economic integration; development economics; public policy evaluation; innovation economics.
Francesco is the author of several articles in economics journals, including World Development, Regional Studies, and the Journal of International Development.
He has also a long track record of collaboration with international organizations (United Nations Industrial Development Organization (UNIDO); United Nations Conference on Trade and Development (UNCTAD); Joint Research Centre, European Commission) and different Italian government departments and agencies (Public Investment Evaluation Unit of the Department for Development Policies and Economic Cohesion; Department for the Planning and Coordination of Economic Policy - Presidency of the Council of Ministers; Formez; Sviluppo Italia; Unit for the Evaluation of Public Investments of the Apulia Region).
Adnan Seric is research manager at the Department of Policy, Research and Statistics (PRS) of the United Nations Industrial Development Organization (UNIDO) where he leads department’s work on global value chains and foreign direct investments.
Prior to joining PRS, Adnan has been part of UNIDO’s trade and investment team leading the design and implementation of technical assistance programs in multiple countries, especially in the Africa, Eastern Europe and Southeast Asia region. His research has been published widely in peer-reviewed journals, books, special reports, policy briefs, social media and blogs.
Previously, he worked as an economist at the Organisation for Economic Co-operation and Development (OECD) where he has conducted policy research and provided advisory services on trade and investment related issues in the Europe and Central Asia (ECA) region. Adnan holds a Ph.D. in Economics from the University of St Andrews (UK).
Fiona Tregenna holds the DST/NRF South African Research Chair in Industrial Development and is a Professor of Economics at the University of Johannesburg.
She has a Ph.D. in Economics from the University of Cambridge, a Master’s degree in Economics from the University of Massachusetts, and earlier degrees from the Universities of the Witwatersrand and Natal (now KwaZulu-Natal).
Her primary research interest is in issues of structural change, deindustrialisation and industrial development. She has also published on poverty, inequality and unemployment. Fiona has received a number of awards and grants for her research, she holds a B rating from the NRF is an elected member of the Academy of Science of South Africa (ASSAf).
She is a part-time Member of the Competition Tribunal where she adjudicates competition cases, and she serves on a number of boards and advisory panels and councils. In the past she has worked for among others the National Labour and Economic Development Institute, the Congress of South African Trade Unions and several universities.
