UNCTAD Deputy-Secretary General Petko Draganov has signed two new cooperation agreements to boost the organization’s efforts in the field of business facilitation.
The first agreement was signed with the Fondation pour le droit continental, whose mission is to reinforce the dissemination of continental law at the global level. Continental (or civil) law is a legal system whose most prevalent feature is that its core principles are codified into a referable system, which serves as the primary source of law. This can be contrasted with common law systems, whose intellectual framework comes from judge-made decisional law which gives precedential authority to prior court decisions. The continental legal system and similar hybrid systems are in use in a majority of countries, and represent approximately 60 per cent of worldwide GDP.
UNCTAD's Business Facilitation programme and the Fondation pour le droit continental will work jointly on model laws for company creation, among other activities. Through its eRegulations programme, UNCTAD has gained extensive experience in simplifying rules and procedures and in eliminating administrative barriers to entrepreneurship and business creation.
The second agreement was signed with the Ecole de gouvernance et d'économie de Rabat (Rabat School of Governance and Economics). This Moroccan-based higher education institute, which is active on the African continent and in the Mediterranean region, will work with UNCTAD to create a Business Facilitation Academic Network, and an eGovernment executive course for high-level officials. The Network and the course will contribute to a fruitful dialogue among academics, governments and the private sector on best practices in business facilitation and in administrative efficiency.
