UNCTAD, in partnership with the Asian Development Bank (ADB) and with the support of the Royal Government of Cambodia, will hold an Advanced Executive Training on Negotiation, Implementation and Compliance of Rules of Origin and Operational Certification Procedures (OCPs).

This two-day training brings together senior officials, negotiators, and technical experts from Cambodia and across the region to strengthen practical skills in drafting, applying, and negotiating rules of origin—key determinants of preferential market access and integration into regional and global value chains.

Objectives of the Training

The programme is designed to:

  • Enhance participants’ technical understanding of product-specific rules of origin (PSROs), Regional Value Content (RVC) methodologies, and OCPs.

  • Build capacity to navigate emerging issues such as shifts in tariff regimes, HS revisions, and the digitalization of trade.

  • Equip participants with practical tools through simulation exercises and hands-on drafting sessions.

  • Support countries—particularly LDCs—in improving preference utilization and strengthening their participation in regional and global value chains.

Highlights of the Programme

The training will feature:

  • Presentations from ADB and UNCTAD experts on recent trends in rules of origin, convergence across FTAs, and sector-specific PSRO analysis.

  • Practical modules on RVC calculation, PSRO drafting techniques, and HS-based rule updating.

  • Interactive discussions on exporters’ experiences, insights from Viet Nam’s business survey, and operational challenges in Cambodia.

  • A full-day negotiation and drafting simulation on PSROs and OCPs.

  • Opening remarks by senior representatives from ADB, UNCTAD, and the Royal Government of Cambodia.

Participants

The event convenes officials from trade ministries, customs authorities, and agencies responsible for preferential trade schemes, certification procedures, and FTA negotiations.
