Biennale of Luanda 2021: UNCTAD participation

Background and objectives:

In the context of the Biennale of Luanda, a joint initiative of the United Nations Educational, Scientific and Cultural Organization (UNESCO), the African Union (AU), and the Government of Angola, organized from 27 November to 2 December 2021, UNCTAD participated in thematic panel discussions focusing on the Contribution of Arts, Culture and Heritage to Sustainable Peace. UNCTAD delivered presentations on the results and impacts of the Train for Trade II Programme, focusing on the holistic approach of the Programme and the value-added of its inter-linked components, including the one on Creative Economy. UNCTAD also contributed to the Biennale’s virtual gallery through a promotional video on the Train for Trade II Programme.

The Biennale aims to promote the prevention of violence and the resolution of conflicts, by encouraging cultural exchanges in Africa and dialogue between generations. The event brought together representatives of governments, civil society, the artistic and scientific community, and international organizations.

Results achieved:

During the Biennale partnership session, UNCTAD presented the Train for Trade II Programme and its activities across the seven components, demonstrating the value added of the Programme’s holistic approach. UNCTAD emphasised the importance of promoting a dynamic engagement of both the public and private sectors in moving towards the development of a strategy for the Cultural and Creative Industries (CCIs), and facilitating consensus on the need for organized planning and management of the CCIs.

The partnership session provided a possibility to interact with a broad range of other institutions supporting CCIs across Africa. It also allowed for a discussion on the unique role of different organizations, whereby UNCTAD’s comparative advantage and value added were identified in analysing CCIs as a part of the broader economy, thus helping to integrate CCIs in economic policies. As such, it is key to promote CCIs as an industry that can be lucrative and provide decent jobs when well organized and with coherent policies across the board supporting the CCIs. The CCIs on the other hand can help other sectors to flourish, including by helping to create a national brand. Linking CCIs to other sectors and surrounding it with support for entrepreneurship, investments, and trade facilitation will help to support their success.

Bienal de Luanda 2021: Participação da CNUCED

Antecedentes e objectivos:

No contexto da Bienal de Luanda, uma iniciativa conjunta da Organização das Nações Unidas para a Educação, Ciência e Cultura (UNESCO), da União Africana (UA), e do Governo de Angola, organizada de 27 de Novembro a 2 de Dezembro de 2021, a CNUCED participou em painéis temáticos centrados na Contribuição das Artes, Cultura e Património para uma Paz Sustentável. A CNUCED fez apresentações sobre os resultados e impactos do Programa Train for Trade II, centrando-se na abordagem holística do Programa e no valor acrescentado das suas componentes interligadas, incluindo a da Economia Criativa. A CNUCED também contribuiu para a galeria virtual da Bienal através de um vídeo promocional do Programa Comboio para o Comércio II.
A Bienal visa promover a prevenção da violência e a resolução de conflitos, encorajando o intercâmbio cultural em África e o diálogo entre gerações. O evento reuniu representantes dos governos, da sociedade civil, da comunidade artística e científica e de organizações internacionais.

Resultados alcançados:

Durante a sessão de parceria da Bienal, a CNUCED apresentou o Programa Train for Trade II e as suas actividades nas sete componentes, demonstrando o valor acrescentado da abordagem holística do Programa. A CNUCED salientou a importância de promover um envolvimento dinâmico dos sectores público e privado no sentido do desenvolvimento de uma estratégia para as Indústrias Culturais e Criativas (ICC), e facilitar o consenso sobre a necessidade de planeamento e gestão organizados das ICC.

A sessão de parceria proporcionou a possibilidade de interagir com uma vasta gama de outras instituições que apoiam as ICC em toda a África. Também permitiu uma discussão sobre o papel único das diferentes organizações, em que a vantagem comparativa e o valor acrescentado da CNUCED foram identificados na análise das ICC como parte da economia mais ampla, ajudando assim a integrar as ICC nas políticas económicas. Como tal, é fundamental promover as ICC como uma indústria que pode ser lucrativa e proporcionar empregos decentes quando bem organizada e com políticas coerentes em todos os sectores que apoiam as ICC. As ICC, por outro lado, podem ajudar outros sectores a florescer, inclusive ajudando a criar uma marca nacional. A ligação das ICC a outros sectores e o seu entorno com o apoio ao empreendedorismo, aos investimentos e à facilitação do comércio ajudará a apoiar o seu sucesso.
