Join us at the Baku Stock Exchange (BSE) on November 15, 2024, for an insightful in-person session on Green Bonds as a new financial product in Azerbaijan’s capital markets.
Held as a side event to COP29, the session will explore the role of green bonds in driving sustainable investment and economic growth in Azerbaijan.
The agenda includes expert speeches, led by Sean Kidney, CEO of Climate Bonds Initiative, and a panel discussion featuring leaders such as Tajinder Singh (Acting Secretary General, IOSCO) and Shakhin Mahmudzada (Director of the Central Bank of Azerbaijan).
The event will conclude with an MoU signing to promote green bond issuance in Azerbaijan.

Since 2021, Vugar Namazov has been with the Unicapital Investment Company OJSC, one of the leading investment company in Azerbaijan. Starting from 2023 Mr. Namazov holds the position of Unicapital IC’s Chief Executive Officer.
Mr. Namazov has extensive expertise in finance and financial institutions, IT, trading infrastructure, project management, international relations and public administration. Vugar held various senior positions at the Baku Stock Exchange for over 13 years, including the Chairman of the Executive Board. Before joining the Unicapital IC team, he worked as an advisor to the Chairman of the Board at Agrarian Procurement and Supply OJSC under the Ministry of Agriculture of the Republic of Azerbaijan. In parallel, Vugar Namazov holds the position of researcher at the Eurasian Economy Research Center at Azerbaijan State University of Economics.
In July 2023, Mr. Namazov was appointed as the member of the Observative Board of the National Depository Center of the Republic of Azerbaijan.
Mr. Namazov received his bachelor’s degree in Finance from the Azerbaijan State University of Economics (UNEC) in 2005 and a master’s degree in International economic relations from the same university in 2007. In 2021, he studied at the Kellogg Business School’s Organizational Leadership Program. Mr. Namazov holds Professional Project Manager (PMP) certificate from the Project Management Institute (PMI).
Tajinder Singh joined the IOSCO General Secretariat in January 2010 as Deputy Secretary General.
He was previously Head of International Affairs & Human Resource Development and Advisor to the Chairman of the Securities and Exchange Board of India (SEBI).
Mr. Singh comes from the Indian Administrative Service (IAS) and has held various positions in the Ministry of Finance in the Government of India, as well as handling a number of assignments for the government in the financial and other sectors. He has 30 years of experience at senior leadership positions in different organizations dealing with strategic issues in regulation, finance and administration, and significant domestic and international experience dealing with Government and regulators.
Mr. Singh holds a Masters Degree in Systems Science and Automation from the Indian Institute of Science (IISc), Bangalore, and graduated in Electrical and Electronics Engineering from the Indian Institute of Technology (IIT), Kanpur.
