Non-tariff measures data collection involves a comprehensive regulatory mapping that registers in a systematic database all identified regulations that affect imports and exports. A standardized methodology for data collection and classification developed by UNCTAD helps comparability across other countries/economies. UNCTAD presently holds a database that includes about 150 economies around the world publicly available for use for the benefit of companies, SMEs, policy makers, researchers and other actors at the link following link: https://trainsonline.unctad.org/.  

NTMs data of Azerbaijan was originally collected in 2018, and due to significant number of amendments and new adopted regulations since then was in need of updating. This assignment was implemented by the collaborative effort of the World Bank and UNCTAD.  The workshop which was organized jointly with the World Bank presented the NTMs data of Azerbaijan, key statistics, methodology of NTMs data collection and the importance of NTMs and is aimed at presenting the results and methodology of data collection process to relevant stakeholders. 

The workshop covers the following topics: 

  • NTMs data collection: objective and methodology 
  • International NTMs Classification (defining the scope of NTMs) 
  • UNCTAD TRAINS online database at https://trainsonline.unctad.org/home 
  • Presenting NTMs data of Azerbaijan 
  • Comprehensiveness of the data (methodology of collecting list of regulations) 
  • Regulating institutions 
  • Summary of statistics of the NTMs 
  • Future updating of the NTMs data for Azerbaijan 
  • Feedback, comments, questions & answers 

The objective of the workshop is to provide a better understanding of the methodology, how and from which sources the data is being collected as well as the benefits and utilization of data and receive any comments and feedback from the relevant public sector stakeholders.
