Medium-Term Debt Management Strategy Workshop

As part of a cooperation agreement between the United Nations Conference on Trade and Development (UNCTAD) and the World Bank under the multi donor Debt Management Facility trust fund, UNCTAD, in collaboration with the International Monetary Fund (IMF) and the World Bank, is organizing a joint regional training workshop on Developing a Medium-Term Debt Management Strategy (MTDS) which will take place from April 15 to 19, 2013, in Entebbe, Uganda.

This workshop will introduce participants to the MTDS framework developed by the IMF and World Bank to help country authorities formulate and implement an effective MTDS.

The MTDS framework consists of a Guidance Note, which describes the MTDS steps in detail, and an Excel-based tool, that allows users to quantify and measure the performance of alternative debt management strategies under different scenarios.

The goal of the workshop is to transfer knowledge and increase awareness of how the debt management strategy process can be strengthened by the application of such an analytical framework.

The workshop will cover:

  • The process involved in developing an MTDS.
  • Hands-on exercises using the Excel-based tool.

By the end of the workshop, participants are expected to have a good understanding on what goes into developing a robust and sound MTDS.

Delegates from the following countries are expected to attend the event: Angola, Ethiopia, Madagascar, Rwanda, Sudan, South Sudan, Uganda, Zambia and Zimbabwe.

Resource persons will be provided by the IMF, UNCTAD, World Bank as well as the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI).
