UNCTAD's COMPAL Programme targets regional integration among its fifteen Latin American members on competition and consumer protection matters. One of the most successful member agencies, INDECOPI provides courses to its civil servants through its own national school. The INDECOPI-COMPAL School aims at providing the officials at the operational level of its beneficiary countries with high quality training on issues of common interest. It aims at ensuring a multiplier effect through training of trainers. It is also committed to permanent and continuous evaluation of its impact in fostering sustainable development.

 

The first course of the INDECOPI-COMPAL School in competition policies will be devoted to Leniency Programs. The course will have two phases: a face-to-face one week intensive training from 23 to 27 November 2015 in Lima Peru, and a distance learning phase to ensure replication of the course by participating officials in their home agencies.
 
Each beneficiary may send up to two officials. Participating countries are: Chile, Colombia, Costa Rica, Dominican Republic, El Salvador, Nicaragua, Mexico, Panama, Paraguay, Peru, Uruguay
 
The one week intensive course will be delivered by three professors: Joaquin Morales, Professor at Facultad Libre de Derecho de Monterrey and expert in Competition Law, especially in Leniency Programs; Javier Berasategi, partner in Berasategi Abogados, expert in Competition Law and European Law; and Ms. Graciela Miralles, Economist/Competition Specialist at the World Bank Group.
 
The distance learning phase will be supervised by two national experts in competition and pedagogy to ensure participants can replicate the course.
 
All participants will be expected to learn both theory and practice, share the experiences they have had in their home agencies and replicate the face-to-face course.
