Training workshop on investment promotion in agribusiness

Background and objectives:

The training workshop on investment promotion in agribusiness is delivered under the Investment Policy Review (IPR) component of the EU-UNCTAD Joint Programme for Angola: Train for Trade II, with funding from the European Union, from 19 to 21 April 2022. The training is the continuation of the online training series on investor targeting in agribusiness, and the modality of participation is mixed, both presential in the premises of the Agency for Private Investment and Promotion of Exports of Angola (AIPEX) in Luanda and online.

The target groups of the workshop are the AIPEX Investment Promotion team, Government officials from key Ministries, other organizations, and stakeholders working with investment promotion in agribusiness or developing related areas crucial for functional value chains, such as transport infrastructure.

Results achieved:

In total 34 people (Female: 17; Male: 17) attended this hybrid training workshop for Angolan Investment Promotion Stakeholders. The workshop counted 15 participants from AIPEX, and the rest from the Angolan Regulatory Agency for Cargo and Logistics (ARCCLA), INAPEM, Ministry of Industry and Commerce, Ministry of Fisheries and Marine Resources, Ministry of Foreign Affairs, representatives from the private sector, and the academia.

The activity counted with substantive interventions from UNCTAD; ARCCLA and an agribusiness specialist from the local consulting firm Agroportal. Different topics relevant to investment were addressed for the consolidation of the agriculture value chains in Angola, including access to finance and land, as well as logistics. The training focused on research tools and methodology to develop an investor-targeting strategy for two pilot sectors, citrus fruits, and fertilizers.

One of the main achievements was to have gathered a plethora of Angolan investment promotion stakeholders allowing to level the field of expertise with the minimum knowledge necessary to embark in effective investor targeting. There was also an exchange of knowledge and information among the participants enlarging and strengthening cooperation possibilities. In particular, the cooperation between AIPEX and ARCCLA for the promotion of their logistics hub for private investment.

The hands-on training delivered as preliminary outputs: a) the identification of Angola’s area or market of influence vis à vis an import/export substitution strategy with the help of foreign investment; b) a preliminary list of countries and multinational companies to target for investment in citrus fruits and fertilizers. UNCTAD would finalize the reporting of the outcomes for its exclusive use by AIPEX. Participants showed interest and active participation in the training. Future discussions will help to decide what could further cooperation consist of to strengthen the investor targeting delivery capacity.

Workshop de formação sobre promoção do investimento no agronegócio

Antecedentes e objectivos:

O seminário de formação híbrida sobre a promoção do investimento no agronegócio é ministrado no âmbito da componente Revisão da Política de Investimento (DPI) do Programa Conjunto UE-CNUCED para Angola: Train for Trade II, com financiamento da União Europeia, de 19 a 21 de Abril de 2022. A formação é a continuação da série de formação online sobre o investimento em agribusiness, e a modalidade de participação é mista, tanto online como em Luanda.

Os grupos-alvo do workshop são a equipa de Promoção de Investimentos da Agência para o Investimento Privado e Promoção das Exportações de Angola (AIPEX), funcionários governamentais dos principais ministérios, outras organizações, e partes interessadas que trabalham com a promoção de investimentos no agronegócio ou em áreas relacionadas cruciais para as cadeias de valor funcionais, tais como infra-estruturas de transporte.

Resultados alcançados:

No total 34 pessoas (Feminino: 17; Masculino: 17) assistiram a este seminário de formação híbrida para os Intervenientes Angolanos na Promoção do Investimento. O seminário contou com 15 participantes da AIPEX, e o resto da Agência Reguladora Angolana de Carga e Logística (ARCCLA), INAPEM, Ministério da Indústria e Comércio, Ministério das Pescas e Recursos Marinhos, Ministério dos Negócios Estrangeiros, representantes do sector privado, e da academia.

A actividade contou com intervenções substantivas da CNUCED; ARCCLA e um especialista em agronegócios da empresa de consultoria local Agroportal. Foram abordados diferentes tópicos relevantes para o investimento para a consolidação das cadeias de valor da agricultura em Angola, incluindo o acesso ao financiamento e à terra, bem como à logística. A formação centrou-se em ferramentas de investigação e metodologia para desenvolver uma estratégia de orientação do investidor para dois sectores piloto, citrinos e fertilizantes.

Uma das principais realizações foi ter reunido uma pletora de intervenientes angolanos na promoção do investimento, permitindo nivelar o campo de especialização com o mínimo de conhecimentos necessários para embarcar na orientação efectiva dos investidores. Houve também um intercâmbio de conhecimentos e informações entre os participantes, alargando e reforçando as possibilidades de cooperação. Em particular, a cooperação entre AIPEX e ARCCLA para a promoção da sua plataforma logística para o investimento privado.

A formação prática ministrada como resultados preliminares: a) a identificação da área ou mercado de influência de Angola face a uma estratégia de substituição de importações/exportações com a ajuda de investimento estrangeiro; b) uma lista preliminar de países e empresas multinacionais a visar para o investimento em citrinos e fertilizantes. A CNUCED finalizaria a comunicação dos resultados para seu uso exclusivo pela AIPEX. Os participantes mostraram interesse e participação activa na formação. Discussões futuras ajudarão a decidir no que poderia consistir uma maior cooperação para reforçar a capacidade de entrega dos investidores.
