Both Fiji and the Papua New Guinea have implemented considerable reforms in their competition law regimes in the past decade. The purpose of these Peer Reviews is to assess the legal framework and enforcement experience in each jurisdiction and to draw lessons from past experiences with a view to improving competition law enforcement in each country. In this context, the Fiji Commerce Commission and Papua New Guinea Independent Consumer and Competition Commission have volunteered to participate in Peer Reviews of Competition Law and Policy organised by UNCTAD.
With substantial support provided by the respective authorities, Deborah Healey, Associate Professor at the University of New South Wales, prepared a comparative report based on the national self-assessment reports produced by each of the reviewed authorities. These reports will serve as the basis for the Peer Review examination during the Seventh United Nations Review Conference. The examination panel will include representatives of other competition authorities. In addition, speakers from the floor will be invited to contribute to the discussions. The peer review will be interactive and will provide the competition authorities with a unique opportunity to draw lessons from the experiences of other competition authorities in the implementation of competition law and policy.
The findings and policy recommendations of the peer review will be used to design tailor-made technical assistance activities to reinforce the effectiveness of competition law enforcement in each country. Development agencies, technical assistance providers, bilateral donors and international organizations are invited to support the respective technical assistance activities.
