Judge Joaquín García Bernaldo de Quirós, former Head of the Spanish Competition Authority and Pierre Horna, Officer-in-charge of COMPAL-UNCTAD facilitated the first national workshop for Peru's Supreme Court judges in early June.
As part of the COMPAL competition and consumer protection law programme for Peru, UNCTAD and the Supreme Court of Peru held the first national workshop for Supreme Court judges in Lima, Peru on 2-3 June.
The workshop focused on a number of issues related to competition and consumer protection policy and laws.
The event was opened by the President of the Supreme Court of Peru and Mr. Christian Robin, head of the Swiss secretariat for economic affairs (SECO) in Peru. Mr. Robin said that SECO was happy to learn that this activity represented a self-sustaining strategy that will be part of COMPAL Latin America for years to come.

The two-day workshop was split into four sessions.
The first session addressed vertical restraints and economic analysis of competition. The second session covered indirect proof and economic analysis. UNCTAD presented a case in Panama where courts endorsed economic analysis as indirect proof to determine anticompetitive practices and bid-rigging processes in the market for liquid oxygen.
The third and fourth sessions covered consumer protection issues. UNCTAD presented how UN Guidelines on Consumer Protection have been implemented in Peru. Particular attention was given to consumer protection in financial services and e-commerce.
The Supreme Court of Peru has recently created a special chamber that deals exclusively with matters covered by the administrative tribunals of the National Institute for the Defence of Competition and Intellectual Property (INDECOPI).
The target audience of this workshop was newly appointed judges of this chamber, together with the administrative tribunal judges. The Supreme Court broadcast the workshop to the other judicial districts in Peru.
