Independent Evaluation of the United Nations Development Account (UNDA) Project 2225F: TrainForTrade blended learning strategy to boost the digital economy in Small Island Developing States of Africa, the Caribbean and Asia and the Pacific

The United Nations Development Account (UNDA) Project 2225F, titled “TrainForTrade Blended Learning Strategy to Boost the Digital Economy in Small Island Developing States of Africa, the Caribbean and Asia and the Pacific,” was implemented by the United Nations Conference on Trade and Development (UNCTAD) between March 2022 and December 2025. Funded under the 14th Tranche of the UNDA with a budget of USD 600,000, the project aimed to strengthen the human and institutional capacities of 39 Small Island Developing States (SIDS) to adopt trade policies that foster digital economy development and enhance crisis responsiveness.

To overcome the geographic dispersion and resource constraints inherent to SIDS, the project utilized UNCTAD’s TrainForTrade blended learning methodology. The intervention was structured around three core technical pillars: i. Legal Aspects of e-Commerce, ii. Digital Identity for Trade and Development, and iii. Statistics on the Digital Economy, e-commerce and digital trade. The delivery mechanism combined asynchronous, self-paced online modules with moderator-led webinars, culminating in a high-level, in-person hybrid conference in Singapore to validate policy recommendations and foster South-South cooperation.

Evaluation Purpose, Scope, and Intended Users

This Independent Final Evaluation was commissioned by UNCTAD to fulfil mandatory accountability requirements for the UNDA and to generate evidence-based lessons to inform future technical cooperation. The Evaluation assessed the project’s design, implementation, and results against the United Nations Evaluation Group (UNEG) criteria (Relevance, Coherence, Effectiveness, Efficiency, Sustainability) and cross-cutting principles, including gender equality, environmental sustainability, and the "Leave No One Behind" mandate.

The scope covers the entire implementation period (March 2022 to December 2025) and encompasses all 39-beneficiary SIDS across the Caribbean, Pacific, and Atlantic, Indian Ocean and South China Sea (AIS) regions. The primary intended users of this Evaluation are the UNCTAD project management team, the UNDA management team, and beneficiary government officials.

Evaluation Methodology

The Evaluation employed a theory-based, mixed-methods approach to assess performance and validate the project’s reconstructed Theory of Change. Data collection was conducted remotely and included:

  • Desk Review: Comprehensive analysis of project documents, progress reports, and training materials;
  • Key Informant Interviews (KIIs): 17 in-depth interviews engaging 22 individuals, including project managers, subject-matter experts, UN partner agencies, and beneficiary participants; and
  • Online Survey: Deployed via KoboToolbox to 770 participants, yielding 125 responses (an approximate 16% response rate).

The Evaluation integrated a cross-cutting lens aligned with UN System-wide Action Plan on Gender Equality and the Empowerment of Women to assess gender equality and human rights mainstreaming. Methodological limitations, such as remote modality constraints, time zone differences, and stakeholder survey fatigue, were systematically mitigated through data triangulation, flexible interview scheduling, and rigorous follow-ups.
