Dissemination of UNCTAD's Voluntary Peer Review 
of Consumer Protection Law and Policy of Angola

The Voluntary Peer Reviews of Consumer Protection Law and Policy are conducted by UNCTAD, as mandated by the General Assembly in resolution 70/186 of 22 December 2015 on Consumer Protection. Angola is the seventh member State of UNCTAD and the first Portuguese-speaking country to volunteer for a peer review of consumer protection law and policy.

The Voluntary Peer Review of Consumer Protection Law and Policy of Angola was successfully conducted under the 9th United Nations Conference on Competition and Consumer Protection on 8 July 2025, in Geneva. It assessed the country’s institutional, legal and enforcement frameworks, highlighted good practices and identified areas for improvement.

The dissemination event will present the findings and recommendations of the review and initiate a dialogue with national stakeholders to support the recommendations implementation. The event will bring together representatives from the Ministry of Industry and Commerce, the National Institute for Consumer Protection, INADEC, other relevant Ministries and regulatory bodies, consumer and business associations, chambers of commerce, academia, and the media. Their engagement will be crucial in ensuring that the recommendations are positively received, widely endorsed, and effectively integrated into Angola’s consumer protection framework.

This exercise took place within  UNCTAD’s Technical Cooperation project on Competition and Consumer Protection for the African Portuguese-spesaking countries and Timor Leste funded by the Government of Portugal.

Disseminação do Exame Voluntário pelos Pares do Direito e Política 
de Proteção do Consumidor de Angola

Os  Exames voluntários pelos pares do Direito e Política de Proteção do Consumidor são conduzidos pela UNCTAD, conforme determinado pela Assembleia Geral na resolução Assembleia Geral Resolução 70/186  de dezembro de 2015 sobre Proteção ao Consumidor. Angola é o sétimo Estado-membro da UNCTAD e o primeiro país de língua portuguesa a se voluntariar para uma revisão por pares da legislação e política de proteção ao consumidor.

A Revisão Voluntária por Pares da Legislação e Política de Proteção ao Consumidor de Angola foi realizada com sucesso no âmbito da 9ª Conferência das Nações Unidas sobre Concorrência e Proteção ao Consumidor, em 8 de julho de 2025, em Genebra. A revisão avaliou os quadros institucionais, legais e de execução do país, destacou boas práticas e identificou áreas para melhoria. O evento de divulgação apresentará as conclusões e recomendações da revisão e iniciará um diálogo com as partes interessadas nacionais para apoiar a implementação das recomendações.

O evento reunirá representantes do Ministério da Indústria e Comércio, do Instituto Nacional de Defesa do Consumidor, do INADEC, de outros ministérios e órgãos reguladores relevantes, associações de consumidores e empresas, câmaras de comércio, instituições acadêmicas e a mídia. O seu envolvimento será crucial para garantir que as recomendações sejam recebidas positivamente, amplamente endossadas e efetivamente integradas ao quadro de proteção do consumidor de Angola.

Este exercício decorreu no âmbito do projeto de Cooperação Técnica da UNCTAD sobre Concorrência e Proteção do Consumidor para os países africanos de língua portuguesa e Timor-Leste, financiado pelo Governo Português.

Wuassamba Francisco Fortunato Matias Neto
Deputy Director General
National Institute for Consumer Protection of Angola

Wuassamba Neto is the Director General of Angola’s National Institute for Consumer Protection (INADEC), a role he has held for five years with a strong focus on defending consumer rights. His leadership at INADEC has been marked by an unwavering commitment to the protection and upholding of consumer rights in Angola.

He holds a Law degree from the Independent University of Angola and is a certified Specialist and Mediator in Consumer Conflict Resolution. A member of the Angolan Bar Association, he also brings 20 years of experience in hotel management, reinforcing his commitment to service quality and customer satisfaction.

Internationally, he contributes as a lecturer on consumer protection across Portuguese-speaking African countries (PALOPs). His credentials include certifications in Food Hygiene and Safety, and he is active in legal research related to consumer rights.

Beyond law, Wuassamba Matias Neto is a dedicated scholar with interests in both legal studies and the Christian faith, combining professional rigor with intellectual and spiritual depth. His leadership continues to shape a more equitable consumer landscape in Angola.

Consumer protection expert
UN Trade and Development (UNCTAD)

Ana Catarina Fonseca is a legal expert with a strong background in consumer law and international cooperation. Former Director-General for Consumer Affairs in Portugal, representing the country at the European Commission, OECD, G20, and United Nations. Currently collaborates with Camões – Institute for Cooperation and Language, supporting the negotiation and conclusion of international cooperation instruments, and works as a consultant to the United Nations on consumer protection

Ana Cândida Muniz Cipriano, Legal Officer at UNCTAD, is a lawyer, expert in international cooperation and politics, holding an LLM in International and European Law from the University of Geneva (UNIGE), PhD candidate in Law at the University of Buenos Aires (UBA) Argentina. Member of the Brazilian Bar Association, São Paulo section.
