Multi-year expert meeting on enterprise development policies and capacity-building in science, technology and innovation (STI) (fourth session)

16 - 18 January 2012
Geneva

Leveraging innovation and technology for development: pro-poor entrepreneurship, innovation and technology – particularly for women and the next generation of leaders – and examination of the roles of business linkages and global value chains to support pro-poor measures

The meeting will focus on development policies aimed at actively promoting innovation and technology for pro-poor entrepreneurship and innovation strategies, taking into account the particular characteristics of poor regions and communities, as well as needs of women and youth.

Experts will identify policies and practice aimed at reinforcing entrepreneurship and innovation at all levels.

The meeting will also review the multi-year process and deliberate on the outcomes, taking into consideration UNCTAD intergovernmental activities in 2012, namely the UNCTAD XIII quadrennial Conference and the first post-conference session of the Trade and Development Board and its Commission on Investment and Enterprise.

The outcome of the meeting will be used to validate a comprehensive policy framework and its implementation guidance will be designed by UNCTAD for the promotion of entrepreneurship and innovation.

These tools have been developed to advise developing countries and economies in transition on how to set up and sequence the implementation of a comprehensive entrepreneurship development policy and how to promote the design and implementation of policies that can contribute significantly to science, technology and innovation capacity-building.

To facilitate the discussion, the UNCTAD secretariat has prepared an issues note entitled “Pro-poor technology, innovation and entrepreneurship policies”.

The issues note highlights the important role of technology and innovation policy and of entrepreneurship policies in spurring the development of people and communities living in poverty in developing countries. It raises awareness about the potential of innovation-driven development and the role of business linkages. In particular, this issue note covers creating pro-poor entrepreneurial opportunities by improving access to global value chains. It highlights the importance of developing capacities to identify and adapt technologies for local innovative uses, in order to alleviate poverty and improve the development opportunities in poor, and especially rural, communities.
