The UNCTAD TrainForTrade Port Management Programme (PMP) supports port communities in developing countries in delivering more efficient and competitive port management in the future. In order to increase trade flows and foster economic development, the programme creates port networks bringing together public, private and international entities. The aim is to share knowledge and expertise between port operators and strengthen talent management and human resources development in port communities.

The PMP’s main objectives

  • Strengthen institutional capacity and management efficiency of ports and related agencies.
  • Promote port community participation and public-private partnerships.
  • Enhance the competitiveness of ports and the quality of their services.
  • Improve the environmental sustainability and social responsibility of ports.

The PMP provides technical assistance in various areas, including port planning, management and operations, logistics and supply chain management, port security, safety and environmental protection, and legal and regulatory frameworks. It also organizes training courses, workshops, and seminars, as well as conducts research and analysis on port-related issues.

Programme outline

As part of the activities of the Spanish-speaking network of the UNCTAD TrainForTrade Port Management Programme (PMP), the 15th Training of Trainers workshop will be held in Valencia, Spain, from 29 June to 10 July 2026. The workshop will bring together 32 representatives of port communities from Argentina, Bolivia, Guatemala, Mexico, Panama, Peru and Spain, with equal participation of women and men, including representatives from CIP-OEA and WISTA.

The training will focus on Modules 1 to 4 of the Modern Port Management course: International Trade and Maritime Transport; The Organization of a Port System; The Functioning of a Port System; and Challenges of Sustainable Ports. Participants will strengthen their technical knowledge of the course content, while developing the pedagogical skills and tools required to deliver the training within their own port communities.

The workshop will combine classroom sessions, individual assessments, group exercises and peer-to-peer exchanges with experts from the TrainForTrade network. The programme also includes a technical visit to the Port of Valencia, a guided visit to the city of Valencia and the Albufera Natural Park, and the Port Endeavor Game, an interactive simulation that promotes awareness of the United Nations Sustainable Development Goals in port communities.
