The UN Trade and Development reform tracker for National Trade Facilitation Committees (NTFCs) is currently being implemented in 34 countries across the three continents. Developed by UN Trade and Development (UNCTAD), the Reform Tracker is a digital monitoring and evaluation tool that tracks the progress of trade facilitation reforms. It is specifically designed to assist countries in implementing and improving their trade facilitation measures, including those outlined in the World Trade Organization’s Trade Facilitation Agreement. 

The Reform Tracker provides a way for countries to assess and visualize the implementation status of trade facilitation reforms. It helps identify areas where progress has been made, where further improvements are needed, and where technical assistance or support may be needed to fully implement these reforms. 

The tool is primarily aimed at supporting countries, through their National Trade Facilitation Committees (NTFCs), in ensuring the efficient implementation of trade facilitation reforms. NTFCs are multi-stakeholder bodies established in countries to oversee and promoted trade facilitation initiatives. The Reform Tracker, as web-based project management tool, serve as resources for these committees to ensure that the processes are on track and that trade is facilitated more efficiently and smoothly across borders. 

The Reform Tracker has undergone significant improvements as a result of user feedback received during an evaluation campaign in 2023. Thus, the new Reform Tracker features updates providing better progress tracking statistics. The main changes include a fresh design, a flexible planning approach for creating multiple clusters of reforms with controlled access rights, a new M&E functionality for tracking progress with key performance indicators, a dedicated NTFC website section and resource page, and the ability for users to mark reforms as favorites. 

The training session will provide an opportunity for Reform Tracker users from NTFCs of Bolivia, Ecuador, Honduras, Sao Tome and Principe, and Peru to learn about the new features of the tool through a practical and interactive learning experience.
