As part of UNCTAD’s technical cooperation activities for Portuguese-speaking countries in Africa and Timor-Leste , two webinars on consumer protection and competition law will take place on 6 and 7 May 2026.
The United Nations Conference on Trade and Development (UNCTAD) serves as the focal point within the United Nations system for competition policy and consumer protection. In the context of its technical cooperation mandate, UNCTAD provides tailored technical assistance and institutional capacity-building activities based on needs identified by beneficiary countries.
Since 2021, UNCTAD has delivered ten capacity-building activities, including two in-person events. These have been supported by voluntary contributions from the Government of Portugal, in cooperation with Portugal’s Directorate-General for Consumers (DGC), the Competition Authority (AdC), Brazil’s Administrative Council for Economic Defense (CADE) and the Secretariat for Consumers (SENACON).
What the webinars will cover
The first webinar, focusing on consumer law, will address digital enforcement, data and new tools for consumer protection, strengthening authorities’ capacity to respond to the growing role of digital technologies.
The first session will examine rights and responsibilities of digital platforms, including data protection, misleading advertising, dark patterns and emerging practices, followed by an interactive discussion.
The second session will focus on data-driven monitoring and enforcement, including the use of artificial intelligence, market monitoring, complaint platforms and alternative dispute resolution mechanisms.
The second webinar on competition law will explore the role of economic analysis in enforcement, including investigative decisions, limits in data-scarce environments and the integration of legal and economic assessments.
It will also examine abuse of dominance, including market definition in informal and concentrated markets, assessment of market power with limited data, and impacts on consumers, SMEs and innovation.

No âmbito das atividades de cooperação técnica da UNCTAD para os países africanos de língua portuguesa e Timor-Leste , serão realizados dois webinars sobre proteção do consumidor e direito da concorrência nos dias 6 e 7 de maio de 2026.
A Conferência das Nações Unidas sobre Comércio e Desenvolvimento (UNCTAD) atua como ponto focal no sistema das Nações Unidas para políticas de concorrência e proteção do consumidor, prestando assistência técnica adaptada com base nas necessidades dos países beneficiários.
Desde 2021, a UNCTAD realizou dez atividades de capacitação, incluindo dois eventos presenciais, com o apoio do Governo de Portugal e em cooperação com a DGC, AdC, CADE e SENACON.

O primeiro webinar abordará fiscalização digital, dados e novas ferramentas para reforçar as capacidades das autoridades.
A primeira sessão analisará plataformas digitais, proteção de dados, publicidade enganosa e práticas emergentes, com discussão interativa.
A segunda sessão focará no uso de dados e inteligência artificial na deteção de práticas abusivas e na fiscalização de mercados.
O segundo webinar abordará a análise económica na aplicação do direito da concorrência, incluindo limites em contextos com poucos dados e integração com análises jurídicas.
Será também explorado o abuso de posição dominante, com foco na definição de mercado, poder de mercado e impactos sobre consumidores, PME e inovação.
