The objective of the fourth DWM Working Group meeting, held in New York on 7 July 2014, was to discuss the fourth element of the DWM that is embodied by the combined principles of legitimacy and impartiality.
The discussions revolved around identifying the best ways of making the Debt Workout Mechanism legitimate and impartial. Based on the background papers produced for the meeting, participants reviewed both procedural and substantive aspects of legitimacy and impartiality. The meeting's outcome should capture the basic principles to be integrated eventually in the formulation of the DWM.
