The Commission of West African Economic and Monetary Union (WAEMU) and the European Union's Business Climate facility (BizClim) held a regional workshop on business facilitation from 20 to 24 April in Ouagadougou, Burkina Faso.
Officials in charge of business climate reform in the WAEMU member States (Benin, Burkina Faso, Côte d'Ivoire, Guinée Bissau, Mali, Niger, Senegal and Togo) discussed a mechanism to pursue the results obtained through the implementation of UNCTAD's eRegulations project, as part of their strategy towards business facilitation.
All 8 countries have implemented the eRegulations system, an online information portal where administrative procedures for businesses creation are described step-by-step including all forms, requirements, costs and contact details of public institutions.
UNCTAD's eRegulations system is a powerful tool for decision makers to easily detect and remove unnecessary administrative requirements, steps and costs that hamper business development.
Benin, Mali and Togo are among the member states which have reduced by more than 50% the duration of, steps and required documents for business registration using these tools and simplifying methodologies.
The delegates confirmed their commitment towards eGovernment and their will to implement online business registrations systems which will be listed in the Global Enterprise Registration portal. They expect the new online services to stimulate company creation, help formalize small enterprises, increase government revenues and reduce corruption.
Regional private sector organizations such as the Federation of West African Employer Associations and the Regional Council of Trade Chambers are participating in the workshop, which is the third in a series of events organized by WAEMU to clarify, simplify and harmonize rules and procedures in the region.
Previous forums on Business Facilitation were jointly organized by the WAEMU Commission and UNCTAD in Bamako (17-18 February 2011) and Ouagadougou (5-6 November 2012).
