This session will explore how sustainable trade and investment can drive enhanced NDCs, build resilient low-emission value chains, and boost international cooperation. Speakers will share experiences and policy tools to harness trade for 1.5°C-aligned, just, and climate-resilient development.

Background

Green and sustainable trade and investment can be a powerful driver of economic growth while contributing to the achievement of climate and development goals. From enabling access to clean technologies to generating vital revenue streams, green and sustainable trade can drive inclusive economic growth in developing countries while accelerating the transition to low-carbon, climate-resilient economies. As parties revise their NDCs, integrating trade and investment policy can deliver an integrated approach, bringing trade, climate and development objectives together.

The intersection between trade and climate is rising in prominence, including in the climate negotiations, where discussions on trade-related climate measures, transboundary impacts, and the international dimensions of just transitions have developed. As the international trade regime faces new challenges, a renewed commitment to multilateralism and international cooperation on trade is necessary to ensure developing countries can also achieve their climate and development goals.

The session will bring together stakeholders to identify mechanisms for mobilising sustainable finance, fostering trade- and investment-related partnerships, and scaling up support for climate-resilient value chains. It will highlight how coherent trade and investment policies can catalyse the implementation of NDCs and the achievement of the 2030 Agenda.

As part of the session, UNCTAD will introduce a Guide for policymakers to mainstream trade policies into national climate plans and sustainable development plans, including NDCs, and take advantage of new business and trade opportunities.

Format

The session will be conducted in English and provide a platform for policy dialogue, allowing participants to share experiences, challenges, and priorities.

The side event will be live on the COP30 digital platform. However, only registered conference participants will have access to it.

Luz Maria de la Mora
Director of the Division on International Trade and Commodities
UN Trade and Development (UNCTAD)

Luz Maria de la Mora is the Director of UNCTAD's Division on International Trade and Commodities. As a former Vice-Minister for International Trade and decades of government and private sector positions, Ms. de la Mora developed a career in international trade policy, negotiation, operations, and trade promotion. 

During her tenure as Vice-Minister for International Trade of Mexico from 2018 to 2022, Ms. de la Mora led Mexico's trade and investment policy, overseeing fourteen free trade agreements with 51 countries. To bolster Mexico's development, she steered discussions in the World Trade Organization, the United States-Mexico-Canada Trade Agreement, Comprehensive and Progressive Agreement for Trans-Pacific Partnership, and Pacific Alliance, among others. She also coordinated policy dialogues and handled private sector consultations.

Ms. de la Mora holds a PhD in Political Science from Yale University, USA, a Master's degree in International Affairs from Carleton University, Canada, and a Bachelor's degree in International Relations from El Colegio de México, Mexico.

She is fluent in English and Spanish, and proficient in French.

Indileni Daniel
Minister of Environment, Forestry and Tourism
Namibia

Hon. Minister Indileni Daniel is the Minister of Environment, Forestry and Tourism.

An experienced and expert Head of ECD Section, with a demonstrated history of working in the learning institutions and Local Authority, focusing more on community development, project management, policy development, facilitating, coaching and mentoring.

She holds a Postgraduate Diploma in Business Management, B. Ed Honors, Facilitating and managing of online courses from University of Namibia (UNAM) and Management College of Southern Africa (MANCOSA). 
 

Jean-Marie Paugam
Deputy Director General
WTO

Ambassador Jean-Marie Paugam (France) has held senior management positions in the French Government on trade, most recently as Permanent Representative of France to the WTO.

He has also held a number of senior positions in the French Ministry of Economy and Finance, including as a member of the Executive Committee of the French Treasury. He has also served as Deputy Executive Director of the International Trade Centre in Geneva.

He has accumulated a deep and practical knowledge of government practices on trade as well as being familiar with high-level dialogues on trade and international economic operations. He has published a number of articles on trade-related issues, in particular when serving as Senior Research Fellow on International Trade at the French Institute for International Relations (IFPRI).

Ambassador Paugam graduated from ENA in Paris and obtained degrees in Political Science from the Institute of Political Science in Aix-en-Provence and in Law from the Faculty of Law Aix-Marseille III.

Mattias Frumerie
Ambassador, Head of Delegation
Ministry of Climate and Enterprise of Sweden

Mattias Frumerie is Sweden’s Climate Ambassador and Head of Delegation to the UNFCCC. Previous roles in the Ministry for Foreign Affairs include Head of Strategic communications, Head of EU Single market and Head of EU policy, as well as postings in Budapest and Brussels. Ambassador Frumerie has also served as EU advisor in the Prime Minister’s Office.

Mari Tveit
Chief Executive
Research Council of Norway and President of Science Europe.

Dr. Mari Sundli Tveit is the Chief Executive of the Research Council of Norway and is President of Science Europe.  She has previously been rector of the Norwegian University of Life Sciences (NMBU) and Deputy Director-General of the Confederation of Norwegian Enterprise.

Sundli Tveit is a professor of landscape architecture. She serves on the board of the Global Research Council and has also been a board member of the European University Association and of Chalmers University of Technology in Gothenburg.

She holds a PhD in Landscape Ecology and a master’s degree in Nature Management from the Norwegian University of Life Sciences.

Sergio Mujica
Secretary-General
International Organization for Standardization

Sergio Mujica is the Secretary-General of the International Organization for Standardization, or ISO, a role he has held since 2017.

ISO brings together 174 national standards bodies to develop International Standards that support trade, innovation, sustainability, and health and safety worldwide. Under his leadership, ISO adopted its Strategy 2030, aligned with the United Nations Sustainable Development Goals, with the vision of making lives easier, safer, and better.

Before joining ISO, Sergio served as Deputy Secretary-General of the World Customs Organization in Brussels, and earlier held several senior positions in the Government of Chile, including Director General of  Chile Customs.

He holds a law degree from the Pontificia Universidad Católica de Chile and a master’s in international law from American University in Washington, D.C. A strong advocate for integrity, transparency, and gender equality, he is also a member of the International Gender Champions network.

In 2021, Sergio was reappointed to a second five-year term as ISO Secretary-General.

Jean Baderschneider
Non-Executive Director
Fortescue

A highly regarded leader in both business and civil society, Dr Baderschneider brings 35 years of extensive international experience in supply chain operations and procurement, strategic sourcing and logistics management, along with a deep understanding of high-risk operations and locations and complex partnerships. She also has global experience in safety, security and environmental operations and sustainability stewardship.

Dr Baderschneider retired from ExxonMobil in 2013 where she was Vice-President of Global Procurement. During her 30-year career, she was responsible for operations all over the world, including Africa, South America, the Middle East and Asia.

A past member of the Board of Directors of the Institute for Supply Management and the Executive Board of the National Minority Supplier Development Council, Dr Baderschneider also served on the boards of The Center of Advanced Purchasing Studies and the Procurement Council of both The Conference Board and the Corporate Executive Board.

Dr Baderschneider is a member of the International Advisory Committee to the 2024 Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change (UNFCCC). She is also the President of the Board of Trustees of The President Lincoln’s Cottage and a member of the Abraham Lincoln National Council of Ford Theatre. In addition, she is on the Board of Directors of the Nizami Ganjavi International Center, the Board of Directors of the McCain Institute and is a Commissioner on the United Nations and Liechtenstein Financial Sector Commission on Modern Slavery. With over 17 years of experience working on anti human trafficking efforts globally, she served on the Board of Directors of Polaris, Made in a Free World and Verité and is a Founding Board member and Chair of the Global Fund to End Modern Slavery.

Dr Baderschneider was a Presidential appointee to the US Department of Commerce National Advisory Council on Minority Business Enterprises and is a past recipient of Cornell’s Jerome Alpern Award and Nomi Network Corporate Social Responsibility Award. She holds a Masters Degree from the University of Michigan and a PhD from Cornell University.

Daan Wensing
CEO and Chair of the Executive Board
IDH

Daan Wensing is the CEO and Chair of the Executive Board of IDH since 2020. Previously, he was director of global landscapes for IDH, and member of the management team of IDH.

Prior to joining IDH, Daan was the managing director of the Leaders for Nature network and head of IUCN NL’s business and biodiversity programs. Before joining IUCN NL, Daan co-founded the company Triple E and was the director of one of its business units. Daan has a MSc in Biology from Utrecht University and a Master’s in Science and Business from Utrecht University.

José Antonio Puppim de Oliveira
Professor, Department of Public Management
São Paulo School of Business Administration of the Getulio Vargas Foundation

José A. Puppim de Oliveira is a full professor in the Department of Public Management at the São Paulo School of Business Administration of the Getulio Vargas Foundation (FGV EAESP). He is also Professor of Climate Governance and Global Development at the University of Manchester, UK. He is a collaborating professor at the Brazilian School of Public and Business Administration (FGV EBAPE) and the Institute for Global Public Policy (IGPP) at Fudan University, China. He was Assistant Director and Senior Research Fellow at the Institute for Advanced Studies on Sustainability at the United Nations University (UNU-IAS) in Japan (2009-2015).

Dr. Puppim has more than 20 years of experience in universities; Companies; Think Tanks; and government and international bodies in: research, teaching, training and academic management. He has been an instructor, consultant and researcher for several organizations such as different United Nations agencies, the OECD, the World Bank, sub-national and national governments, and various NGOs and small and large firms.

Dr. Puppim holds a PhD in Planning from Massachusetts Institute of Technology, USA, a Master’s degree in environmental science from Hokkaido University, Japan, and a Bachelor's degree in Engineering from Instituto Tecnologico de Aeronautica, Brazil.

Peter Oksen
Green Technology and Research Manager
WIPO GREEN

Peter Oksen is the Green Technology & Research manager of WIPO GREEN. At WIPO GREEN, Peter is responsible for the Green Technology Book, acceleration projects, research, expert guidance, and development of the database of needs and technologies.

Dr. Peter has more than 25 years’ experience in socio-economic development and natural resources management. He has lived in SE Asia for a decade, working as researcher, consultant, and head of the Danida Environmental Support Programme in Indonesia. Before joining WIPO in 2018, he helped develop the environmental and social safeguard framework and tools for the World Food Programme in Rome.

Dr. Oksen Holds PHD in International Development Studies from the Roskilde University, Denmark; a master’s in Geography from the University of Copenhagen, Denmark.
