Danielle Howell is a Disaster Risk Management Consultant who started her career interning at the Caribbean Disaster Emergency Management Agency (CDEMA) in 2015 post graduating from University of the West Indies, St. Augustine Campus with a Bachelor’s of Science in Environmental and Natural Resources Management.
Ms. Howell joined the Department of Emergency Management (DEM) in 2016 where she spent five years as a Consultant and a Programme Officer. Danielle’s portfolio at the DEM included working with the Technical Standing Committee on Coastal Hazards and coordinating the Coastal Hazards and Earthquake Smart Month of Activities, inclusive of the annual Caribe Wave regional exercise.
Ms. Howell’s biggest project at the DEM involved working closely with The United Nations Educational, Scientific and Cultural Organization (UNESCO) Tsunami Ready Recognition Pilot Programme, to ensure that the north western coast of the island of Barbados received its Tsunami Ready status. Success was achieved in September 2020 when Shermans, St. Lucy to Mullins, St. Peter was recognized as Tsunami Ready. During this interim, Danielle also maintained the DEM’s social media platforms and was the brainchild behind the annual “Run Tsunami Run: 5K Walk and Run”.
Over the years, Danielle facilitated many presentations on Introduction to Disaster Management, participated in the World Bank’s Understanding Risk Conference as a youth panelist and attended the Environmental Management and Sustainable Development training course in Suzhou, China.
In 2020, Danielle captured the prestigious Chevening scholarship funded by the Foreign, Commonwealth and Development Office and travelled to the United Kingdom to pursue a Master’s of Science in Coastal and Marine Resources Management at the University of Portsmouth. Her dissertation focused on bridging the relationship between coastal and marine management, disaster management and public communication and was titled “A critical evaluation of public attitudes and perceptions to coastal hazards: A case study of Barbados”. It is anticipated that this research will aid in shaping a communications strategy for coastal risk management in Barbados by increasing public awareness and education that will assist the country to become a better prepared and resilient coastal island.
Danielle is a current member of the Kiwanis Club of Barbados Young Professionals and the Caribbean Youth Environmental Network (CYEN) where she sat on the Executive Board during 2019- 2020 calendar year.
John Howkins is founder and chair of InWork, a director of First Person Films and Television Investments, and former chairman of BOP, Tornado Productionsand CREATEC as wll as the London Film School.

John is a founding investor in the Shanghai Creative Industries Investment Corporation and chairman of CrecoLab in Beijing.
He is the Founder of the Adelphi Charter on Creativity, Innovation andIntellectual Property, and devised the IP advisory service Own It. He is a visiting professor at several universities and a former Executive-in-Residence at the Drucker School of Management, Los Angeles.
Werner Hoyer is a German politician, currently serving as the President of the European Investment Bank.
Werner Hoyer has a PhD (economics) from Cologne University where he also started his career in various positions. Dr Hoyer served for 24 years as a Member of the German Bundestag. During this period, he held the position of Minister of State at the Foreign Office on two separate occasions. In addition, he held several other positions, including that of Whip and FDP Security Policy Spokesman, Deputy Chairman of the German-American Parliamentary Friendship Group, FDP Secretary General and President of the European Liberal Democratic Reform Party (ELDR).
Upon appointment by the EU Member States, Dr Hoyer commenced his first term as EIB President in January 2012. His mandate was renewed for a second term commencing on 01 January 2018.
Dr Hoyer and wife Katja have two children.

Mr. Huang Wei is the Director of the Division of Planning, Information and Knowledge Management in the Department of Nuclear Energy (NEPIK), IAEA. Since joining the IAEA in March 2016, Mr. Huang has led the Agency’s activities in capacity building in Member States in energy planning and information and knowledge management. In addition to coordinating joint energy planning initiatives with UNDESA, IRENA and UN Regional Commissions, he has directly contributed to key international events on SDGs and climate change, serving as the organizational focal point to the IPCC and UNFCCC, contributing to the Global SDG7 Conference providing input to the HLPF in 2018 as a moderator and a panellist, and participating in COP 23 and COP 24, among others.
Mr. Huang’s career includes a mix of diplomatic, management and engineering experience, including decades of service in the nuclear industry and government in China, along with diplomatic postings as Deputy of the Permanent Mission of China to the IAEA and Science Attaché in the Chinese Embassy in Washington DC.
Mr. Huang holds a Bachelor Degree in Electrical Engineering and a Master Degree in Nuclear Engineering.

Ms. Ingrid Huapaya Puicon is currently the Customs and Trade Facilitation Coordinator for the Ministry of Trade and Tourism of Peru. In this role, Ms. Huapaya has negotiated customs procedures and trade facilitation provisions, as well as facilitated customs-to-customs cooperation for international trade agreements. Ms. Huapaya is part of the management team for Peru’s National Trade Facilitation Committee and supports Peru’s implementation of the WTO Trade FacilitationAgreement.She is also a contact point on technical working groups on customs and transport underAPEC (SCCP),the Pacific Alliance and the Andean Community. Ms. Huapaya holds a law degree, asfinisheda Master’s degree (Tax Law) at Universidad Católica del Peru.
Ingrid is Customs and Trade Facilitation Coordinator at the Ministry of Foreign Trade and Tourism of Peru. She is responsible for negotiating provisions related to trade facilitation and customs procedures and cooperation within the framework of international trade agreements.
She is part of the team managing the National Trade Facilitation Committee of Peru, which is responsible for implementing the Trade Facilitation Agreement at the national level. In her role, she also serves as a focal point in technical working groups in APEC, the Pacific Alliance, and the Andean Community.
Ingrid is a qualified lawyer, holding a master’s degree in Tax Law from Pontificia Universidad Católica del Perú, and she has specialized studies in international trade, taxation, and customs.
