Bibiana is Tax Auditor and Customs Officer in Brazil. She currently leads customs knowledge management at General Coordination of Customs Administration (HQ).
At Secretariat of the Federal Revenue of Brazil (Brazilian Customs) she has worked as a Border Customs Officer (Brazil- Argentina) and managed a land border Customs Office (Brazil-Argentina). She also has worked in the implementation of Brazilian's single window and at the National Committee on Trade Facilitation.
Bibiana is Bachelor of Law from the Federal University of Pelotas/RS. She holds a postgraduate degree in Project Management from the Getulio Vargas Foundation, and a master’s in law from the Unified Education Centre of Brasilia.
Mr. Antony Derjacques was appointed Seychelles Minister for Transport on 3rd November 2020.

Kailash Dhunnoo has been instrumental in driving initiatives towards greening ports in Mauritius, from a Small Island Developing States perspective.
His commitment to environmental sustainability has resulted in tangible contributions to the Port Management Association of Eastern and Southern Africa (PMAESA), and in shaping the future of Port Louis Harbour towards becoming a Greenport.
He advocates for innovative solutions aligned with global efforts to reduce greenhouse gas emissions and to promote sustainable port sector practices.
He participates in IAPH's Technical Committees and shares Mauritius' experience on clean energy transition in ports and Green Port Initiatives in forums such as the Blue Ports Initiative of the Food and Agricultural Organization (FAO) and the IMO CARES.
Mr. Dhunnoo currently spearheads the UNCTAD Project on Sustainable Smart Port at Port Louis, including discussions on strategies and challenges for replicating energy transition roadmaps in Africa and the Indian Ocean SIDS.

Yvette Diei-Ouadi holds a veterinary doctorate, from the Ecole Nationale Vétérinaire in Nantes, in France. She has over twenty-five years of experience in fisheries value chain efficiency enhancement.
She is the Fishery and Aquaculture Officer of the United Nations Food and Agriculture Organization (FAO) subregional office for the Caribbean, based in Barbados, that she joined in July 2018, following 14 years of assignment in FAO Headquarters (Rome/Italy).
She coordinates the Secretariat of the Western Central Atlantic Fishery Commission (WECAFC) as well, a 34-member regional fishery body which promotes the effective conservation, management, and development of the living marine resources of its area of competence.

Khetsiwe Dlamini is the Senior Trade Policy Analyst in the International Trade Department, under the Ministry of Commerce Industry and Trade.
Ms Dlamini is part of the Secretariat that serves the National Trade Facilitation Committee in the Kingdom of Eswatini. She has been part of the coordination of the work on Trade Facilitation in Eswatini since the conclusion of the WTO Trade Facilitation Agreement. She participated in the establishment of the National Trade Facilitation Committee by Government Gazette, managing the development of Eswatini Trade Information Portal. She has also seen the development of two Trade Facilitation Roadmaps the latest of which was developed with support from UNCTAD.
Ms Dlamini has represented Eswatini during the negotiations of the Agreement establishing the AfCFT and has represented the country in negotiations of the Southern African Customs Union (SACU).
Ms Dlamini holds a Masters in International Trade and Development obtained from the Adelaide University in Australia.

Jennifer Doherty-Bigara Rodríguez is a Senior climate change specialist at the Inter-American Development Bank, based in Barbados. Her main role consists in advising and mainstreaming climate change policy recommendations in the portfolio with the Government as well as enhancing their impact through strategic initiatives.
With over fifteen years of experience in the sustainability agenda, she has focused on climate governance and national and local climate change policies, fiscal policy and green budgeting, climate finance and long-term planning exercises with an adaptation approach.
Previously, she worked on the IDB portfolio of Argentina, Chile, Paraguay and Uruguay, from 2016-2019, and was at the Agence Française de Développement (AFD), coordinating the efforts of the Adapt 'Action Platform in the Gulf of Guinea and the Indian Ocean from 2019-2021.
Jennifer holds a master´s in International Development Policy from the McCourt School of Public Policy, University of Georgetown and a Master's in International Affairs from Sciences Po Toulouse.
Mr. Arsenio Dominguez Velasco is Secretary-General of the International Maritime Organization. He joined the IMO Secretariat in 2017 as Chief of Staff. In 2020 he was appointed as Director of the Organization's Administrative Division and in 2022 he was appointed Director of the Marine Environment Division.
Mr. Dominguez has extensive experience in the maritime sector, closely related to the work of IMO, and chaired the Marine Environment Protection Committee (MEPC) from 2014 to 2017.
Prior to his current post, Mr. Dominguez was the Ambassador and Permanent Representative of Panama to IMO, as well as the International Labour Organisation (ILO), the International Oil Pollution Compensation Funds (IOPC Funds) and the International Mobile Satellite Organisation (IMSO) from 1998 to 2017.
Mr. Dominguez holds a Bachelor’s degree in Naval Architecture from Universidad Veracruzana in Mexico. He obtained an MBA in Management at University of Hull and a Certificate of Higher Education in International Law and European Politics from Birkbeck University in England.
Jorge Durán has been Chief of the Secretariat of the Inter-American Committee on Ports (CIP) since 2013 and has served at the Organization of American States in several roles linked to development since 2003.
For over 30 years, Mr. Duran has assisted governments and private sector of the Americas designing and implementing development projects in Latin America and the Caribbean.
Previously, Vice-President of International at the Latin American Institute of Educational Communication; Advisor in Science and Technology Policy for the Presidency of Mexico; Special Assistant to the Mexican Ambassador at the U.N.
Juan Edghill is the current Minister of Public Works with responsibility for infrastructure and transportation (land, maritime and aviation), former Minister within the Ministry of Finance (2011-2015), current Chairman of the Parliamentry Sub-Committee on Economic Services, Member of the Public Accounts Committee and Member of Parliament.
He is an Ambassador for Peace (IIFWP), International Speaker and recipient of the Medal of Service National Award for outstanding service.
He earned a Doctorate in Divinity from Christian Faith University (Nigeria) and completed extensive professional training in Leadership, Mediation, Conflict Management and Resolution.

Anton Edmunds is the General Manager of the Caribbean Country Department at the Inter-American Development Bank Group. He previously served as St. Lucia's Ambassador to the US and Mexico, High Commissioner to Canada, as well as Permanent Representative to the Organization of American States. Prior to his diplomatic engagement, Anton provided advisory services to governments and businesses in trade, tourism and competitiveness.
He has been a contributor to the Inter-American Dialogue's Latin American Advisor publication; a contributor to the Atlantic Council's Latin America Initiative; was a Senior Associate with the Center for Strategic and International Studies (CSIS); and was the Chair of the Caribbean Program at the US Department of State's Foreign Service Institute from October 2014 - November 2016.
Anton has a Bachelor's degree from The Catholic University of America and a Master's Degree from the American University.
