To support Albania’s efforts to strengthen its economic governance and promote a culture of fair competition, the Albanian Competition Authority (CAA), in collaboration with UN Trade and Development (UNCTAD), is launching a set of Competition Compliance Manuals tailored to the needs of key economic actors: business associations, telecommunications operators, and health sector providers. These resources provide practical guidance to help businesses and institutions identify competition risks, prevent infringements, and build trust with regulators, investors, and consumers.

This project is supported by the European Bank for Reconstruction and Development (EBRD) and the Swiss State Secretariat for Economic Affairs (SECO).  

This two-day event will bring together government officers, private-sector actors, regulators, and international experts to explore how compliance can be a driver of integrity, resilience, and competitiveness in the Albanian economy. Participants will engage in interactive workshops with real-life sector scenarios, strategic guidance, and policy discussion.

Day 1: Business associations play a vital role in Albania’s economy — but collective activities can inadvertently create risks such as price coordination, sharing commercially sensitive information, or market allocation. This first day will focus on building responsible governance practices within associations, ensuring that cooperation among members supports innovation and growth rather than collusion. The workshop will introduce the Competition Compliance Manual for Business Associations, offering practical tools and red-flag detection to help associations guide their members, strengthen trust with regulators, and protect the business environment from harmful conduct.  

Day 2: Telecommunications and health are strategic sectors with high consumer impact and complex regulatory frameworks. This day will address sector-specific risks, including anti-competitive pricing and access issues in telecommunications markets, as well as bid rigging, coordination on services, and the misuse of exclusive rights in health procurement. Through interactive case scenarios, participants will apply the guidance from the Competition Compliance Manuals for Telecommunications Operators and for the Health Sector.
