“To address global food security, Africa now calls for a strong and efficient delivery system, capable of meeting the expanding and diverse needs of agriculture and rural development,” states Hon. Hamad Rashid Mohamed, Member of Parliament of the United Republic of Tanzania and Vice-President of the Inter-Parliamentary Union Committee on Sustainable Development, Finance and Trade.
Mr. Mohamed will take part in the UNCTAD Public Symposium, which is to be held on 24 and 25 June in Geneva and will address New Economic Approaches for a Coherent Post-2015 Agenda.
Adherent to the eight comprehensive programmes to implement the Millennium Development Goals on the Tanzanian mainland through MKUKUTA and in Zanzibar through MKUZA, respectively, in order to address - among other topical issues - sustainable economic growth to eliminate poverty worldwide, and also to address global food security, Africa now calls for a strong and efficient delivery system capable of meeting the expanding and diverse needs of agriculture and rural development.
Hamad Rashid Mohamed
Mr. Mohamed has extensive political and private-sector experience. He was a Member of Parliament from 1978 to 1988, and has been again since 2001. He has held various ministerial positions, including Deputy Minister of Home Affairs (1982-1987) and Deputy Minister of Finance and Economic Planning (1987-1988). He was also Shadow Minister of Finance from 1995 to 2000.
He worked as a professional banker at the Bank of Zanzibar from 1972 to 1977. From 1977 to 1982, he was a member of the Public Accounts Committee of the Parliament of the United Republic of Tanzania. In October 1977, Mr. Mohamed was nominated Deputy Secretary-General of the Apex Cooperative Union, one of the strongest social and economic organizations in the country. At that time, he was also Minister Counsellor of Sokoine University of Agriculture, which was the second-largest university in the country, and was External Director of the National Bank of Commerce, the country's largest commercial bank.
Just after a training held at the IMF/World Bank Institute in Washington, D.C., Mr. Mohamed and seven other members of the ruling party were expelled from the party, after demanding policy changes and greater freedom of expression. From 1988 to 1992, Mr. Mohamed and his colleagues managed to form a political party. From 1997 to 2000, Mr. Mohamed and seventeen members of his party were put into custody, and were declared prisoners of conscience.
In 2001, Mr. Mohamed became a Member of Parliament as well as Shadow Minister of Foreign Affairs and International Cooperation, at the same time sitting on the Standing Committee of Finance and Economy of the Parliament. From 2005 to 2010, Mr. Mohamed was Leader of the Opposition, Shadow Minister of Finance, and Chair of the Public Accounts Committee, as well as Vice-Chair of the Southern African Development Community Organization of Public Accounts Committees. Since 2010, Mr. Mohamed has been serving as a member of the Budget Committee, as Commissioner of the Parliamentary Service Commission and as Vice-President of the Inter-Parliamentary Union Standing Committee on Sustainable Development, Finance and Trade. Mr. Mohamed has just recently been appointed vice-Chair of the ad hoc committee to oversee the safety and smooth operation of the gas pipeline project from the south of the United Republic of Tanzania to Dar es Salaam.
Mr. Mohamed joined a graduate diploma course at Coady International Institute, St. Francis Xavier University, Canada, in 1981, and holds a postgraduate diploma in business management from London College of Management Studies.
