Towards a prosperous and equitable Chad: Economic and social policies to reduce poverty and inequality

Chad's Vision 2030” and “Chad Connection 2030” are recent economic, social, and environmental development policies that the Chadian government is implementing to stimulate economic growth and thereby reduce poverty and inequality. Have these recent policies, along with previous ones, helped reduce poverty and inequality in Chad? 

This report analyzes these various sectoral policies and their impact on poverty and inequality reduction, given that 44.8% of the Chadian population lives below the national poverty line.

The conclusion is that poverty is multidimensional, and the factors contributing to its increase in Chad are both endogenous and exogenous.

The main factors identified include structural economic problems; insufficient capacity to produce goods and services; oil price volatility; the COVID-19 pandemic; political instability in the country; geographical handicaps and climate change; etc.

In view of this diagnosis, the report recommends that the Chadian government:

  • Undertake bold structural reforms, which are essential for developing the capacity to produce goods and services. Productive capacity is the foundation of economic growth and poverty reduction. These reforms should be carried out as part of a holistic and coherent long-term development plan.
  • Develop innovative financing mechanisms to fund development policies and initiatives.
  • Promote a progressive and fair fiscal policy to stimulate growth.
  • Develop special economic zones to create jobs.
  • Improve the education system, vocational training, and healthcare to reduce poverty.
  • Promote social protection and gender policies to reduce poverty and inequality.
  • Explore various local initiatives to create jobs and reduce poverty.
