Camilla is a policy specialist in the ILO’s global Green Jobs programme. She coordinates technical assistance on a Just Transition towards sustainable economies, leading the development of policy tools and the design and implementation of projects and partnerships. She has previously managed capacity building programmes on policies for better productivity and working conditions in Small and Medium Enterprises with the ILO Enterprises department.
Before joining the ILO’s HQ, Camilla was the Deputy Programme Manager of ILO-IFC Better Factories Cambodia (Better Work), and focused on advancing responsible labour practices in the garment and footwear supply chain. Earlier on, she coordinated Greener Business Asia, a project supporting sustainable enterprise development in Thailand and the Philippines, and the Green Jobs initiative in India.
Camilla holds a doctorate from the University of Oxford with a thesis on learning and innovation in SME clusters and industrial districts.

Enrique Romero is a Logistics Optimization Specialist at Decisiones Logisticas Consulting Group.
He is an industrial engineer, with experience in logistics operations and supply chain strategy, and holds a Master of Science on innovation management, and a second Master of Science on logistics management, certified in Lean Six Sigma Black Belt and Lego Serious Play
He counts with more than 20 years of experience on Operations Management Strategy development, Simulation, Supply Chain Analytics focusing on supply chain risk and resilience analysis, and training on Operations Management and Innovation through gamification and simulation.

William Roos is Assistant Secretary for Multilateral, Development and Trade Affairs at the French Ministry of the Economy, Finance and the Recovery. He previously served as Director for France at the Board of Directors of the European Bank for Reconstruction and Development, as Economic Counsellor for Southern Africa at the Embassy of France in Pretoria and as Head of International and Domestic Macroeconomic Policy Department at the French Treasury. William Roos holds a Master of advanced studies in industrial economics, microeconomics and econometrics from the Sorbonne University and from the National School of Statistics and Economic Administration (ENSAE-Paris Tech).
Dr. Nieves Roqueñí Gutiérrez is the President of the Port Authority of Gijón. With a distinguished career in academia and public administration, she combines expertise in sustainability, industrial policy, and port governance. She is also Professor of Engineering Projects at the University of Oviedo in Spain.
Prior to her appointment in 2025, she served as Regional Minister for Ecological Transition, Industry and Economic Development of Asturias, where she promoted major industrial investments and reinforced the region’s green transition. Earlier, as Vice-Minister for Environment and Climate Change, she led strategic climate policies and circular economy initiatives, and oversaw the Water Master Plans that guide sustainable water management in Asturias. At the University of Oviedo in Spain, she has held senior university management roles in research policy, innovation, and technology transfer, fostering collaboration between academia and industry. She has directed competitive research projects, supervised doctoral theses, and contributed to applied projects with companies and institutions.
She is a Mining Engineer and PhD from the University of Oviedo in Spain.
Mr. Bismark Rosales Rojas is the General Manager of Port Jennefer located on the Paraguay-Paranà waterway of Bolivia. He also provides instructor support to TrainForTrade’s Port Management Programme Spanish-speaking network assisting in teaching participants from Argentina, Bolivia, the Dominican Republic and Peru.
He has been a longstanding supporter of the UNCTAD/TrainForTrade Port Management Programme where he first began as a participant at the Training of Trainers workshops in Gijon and Valencia, Spain in 2016 and 2017 respectively. Mr. Rojas carries with him maritime experience thanks to his time with the Bolivian Navy where he was recognized with silver and gold emblems (2014-2017).
He holds a Master’s in Port Management Planning and Intermodality from the Puertos del Estado-Universidad of Càdiz Spain. In 2020 Mr. Rojas was awarded an honorary doctorate in human rights from the UN Global Compact for his work with “Port Development on the Bolivia-Brazil Border.”
Sheena Rose is a visual artist who works in Barbados. Sheena is a Fulbright Scholar and holds an MFA in Studio Art from the University of North Carolina at Greensboro. Sheena has a multi-disciplinary practice such as paintings, drawings, performance art, new media, public art, and mixed media, Sheena has exhibited internationally.
Sheena has been a participant in Biennials, Museums, Galleries, Art Fairs, Festivals, Auctions, international artist’s residencies, and Art Collections.
Sheena has been featured in many media, newspapers, and magazines, book covers such as The New York Times, Travel & Leisure Magazine, Vogue, Hospitality Design, White Wall, WeTranfer, Black Futures, Fox Television Empire Season 6, The Star Side of Bird Hill written by Naomi Jackson.
Sheena officially started her company called Sheena Rose Inc. and in 2020, Sheena was one of the recipients of the Greensboro School of Art Distinguished Alumni award.
Sheri Rosenow is a customs attorney and a counsellor in the WTO Market Access Division. She has been involved in WTO trade facilitation since the negotiations began and is currently responsible for the WTO Trade Facilitation Agreement Facility. Prior to joining the WTO Secretariat, Ms. Rosenow worked as an advisor on customs and WTO accession issues for USAID projects in Central Asia and the Middle East. She started her career on the commercial legal staff of the US Customs Service.
Diana Rosert has over 13 years of experience in policy research focused on investment treaties and investor–State arbitration, and is responsible for UNCTAD data on investment dispute settlement cases. She has contributed to many publications on this subject, including UNCTAD’s flagship World Investment Report and research notes. She holds a Master of Arts from the University of Warwick and a Postgraduate Diploma in Laws from the University of London with a specialization in international dispute resolution.
Ivan Rossignol works as a Senior Advisor to AIIB. As such he focuses on Digital Infrastructure, Cities, and sustainable growth strategies. On behalf of AIIB, he chairs the Multilateral Development Banks’ working group on digital regulatory risks and has represented AIIB in several G20 meetings.
Ivan is a former director of the World Bank, where he spent 24 years advising governments on Economic Development, Growth Opportunities and Competitiveness, mostly in South Asia and in Africa. He has taught Development Economics at Georgetown University, University of Edinburgh, Heriot-Watt University. He has delivered lectures at Harvard University.
Ivan recently published articles on competitiveness and is the author of a financial method to evaluate the cost of natural capital (2022). He is the main author of a Compendium on Digital Infrastructure Financing, published by AIIB and the G20 in October 2022.
Ivan has lived in the US, India, Kenya, Cameroon, and Zimbabwe. He currently resides in France.
