
Wim is the Director of International Cooperation at the Office of the Consumer Protection Board of Thailand since 2000, with 25 years of experience in the role.
She graduated in Doctoral degree of Education manage and Human resource development with the Master degree of Public Administration and Master degree of Mass Communication.
She has experience on product safety and was the head of the complaint received section with the status of Investigator for 15 years before moving to work in the area of international cooperation for 10 years until now.
She is the Consumer Protection Law expert for several leading universities in Thailand, such as Chulalongkorn University and Thammasat University.
Vivien Terrien is the Vice-president of the French Competition Authority. Previously, he served as Judge’s Counselor (Référendaire) at the Court of Justice of the European Union for 15 years, he acted as an International Competition Network (ICN) Non-Governmental Agent for the Luxembourg Competition Authority and he practiced as a lawyer, admitted to the Paris and New York bars.
He is a graduate of Harvard Law School, the College of Europe and the universities of Nantes and Paris II Panthéon-Assas. Moreover, Vivien acts as Board Member of the Polynesian Competition Authority and he is a Member of the Foresight Committee of the New Caledonian Competition Authority.
He also sits as Board Member and Member of the Scientific Committee at the Research Institute advancing competition law and economics in small market and insular economies (ISLE).
Finally, Vivien organizes trainings for judges and lawyers, and is academically involved as a lecturer particularly in competition law at the University of Paris II Panthéon-Assas, at the Catholic University of Paris, the University of Pau and the Adour Region, and the University of Lorraine.

Tesfachew is currently Senior Advisor on Economic Transformation in Africa at the Tony Blair Institute for Global Change (TBI).
Prior to assuming his present position, Tesfachew was the Managing Director of the UN Technology Bank for Least Developed Countries (LDCs), based in Türkiye, and before that Director of the Division for Africa and LDCs at the United Nations Conference on Trade and Development Organization (UNCTAD), where he was responsible for the organization’s policy and capacity-building-related support to 89 developing countries, including African, Landlocked and Small Island economies. In this capacity, Tesfachew was responsible for preparation of two major annual reports namely, the Economic Development in Africa Report and The Least Developed Countries Report.
He has over 35 years of work experience in national and international development issues focusing mainly on trade, investment, industrial and technology policies and their interface with trade policies. In 2018, Tesfachew was appointed, by the Secretary General of United Nations as a member of the UN Committee for Development Policy and, more recently, to the Governing Board of the UN Technology Bank for the LDCs. He is also a member of the AfCFTA’s Trade and Industrial Development Advisory Council. In 2023, he was appointed as Adjunct Professor at the Nelson Mandela School of Public Governance, University of Cape Town, South Africa.
Tesfachew holds a BA and MA in Economics from the University of Lancaster and an MPhil and a PhD in Economics from the Institute of Development Studies, University of Sussex, UK. He has authored and co-authored on a range of topics.
Nirad Tewarie is the CEO of AMCHAM T and T. Nirad is also the Chairman of C15 studios, a Member of the Board of Directors of Aspire Fund Management, and the Loan For Enterprise and Network Development.
He serves as an observer-member of the National Trade Facilitation Committee.
Nirad was formerly the CEO of the T and T Coalition of Services Industries (TTCSI) and a member of the Communications and Public Affairs Division of the Commonwealth Secretariat in London, UK.
He has also served on the board of US-based FinTech startup Fintanium, and of the Telecommunications Authority of T and T, among others.
He holds a BSc. in Mass Communications from Florida International University and an MSc in International Relations from the Institute of International Relations, UWI.
Nirad is trying to be a good husband and father to his three kids and is hoping to leave the world a little better than he found it.
Angeline Tham is the Founder & CEO of Angkas, and UNCTAD eTrade for Women Advocate for South-East Asia and the Pacific
Angeline Tham is a serial entrepreneur from Singapore who is passionate about solving real-world problems and improving people's lives. She founded Angkas – an online transportation company - in 2016 to address the numerous social impacts of traffic congestion in the Philippines. Tham aspires to be a catalyst for digital transformation in the local and international arenas through her passion for technology and startup development. She wishes to promote innovation by assisting Filipinos with an entrepreneurial mindset and to establish a business ecosystem that encourages collaboration and recognizes creativity and ingenuity in order to benefit the community.
Meghan Theobalds is the CARICOM Youth Ambassador to Barbados. She is a true citizen of the world having been born and raised in Barbados, but also having lived in Canada and France. Upon recognizing the value of the platform, she entered and won the Miss Universe Barbados 2018 competition where she worked diligently to represent her country on the regional and international stage.
As an ambassador for her country, she promoted all things Barbadian with poise, enthusiasm and authenticity through collaborations with multiple international brands. She also spent the year promoting gender equality and female empowerment, specifically encouraging girls to take up space in all areas of their lives. Her year-long reign left her with the desire to assist in promoting the growth of Barbados and the Caribbean. In that regard, she decided to further hone her skills and recently completed a Masters in Integration Studies at the University of the West Indies.
Most recently, Meghan was selected as Barbados’ female CARICOM Youth Ambassador, a position which she doesn’t take for granted. After representing her country, she eagerly looks forward to expanding that representation to the rest of our beautiful Caribbean region and championing a cause she feels strongly about: our Community!
Nurturing a sense of pride, identity and community among our CARICOM brothers and sisters is key to further strengthening this region. As CARICOM Youth Ambassadors, Meghan will proudly engage the youth on the need for CARICOM and more specifically, the need to unite and engage with island neighbours, especially as we navigate a post-COVID environment.

George Theocharidis is a Professor of Maritime Law and Policy at World Maritime University.
He is a Member of the Piraeus Law Bar and a qualified advocate before Areios Pagos (Supreme Court) with extensive shipping litigation practice.
He is a Member of the IMO Roaster of Experts and a Member of the Working Group of its Legal Committee pertaining to "Measures to Prevent Unlawful Practices Associated with Fraudulent Registration and Fraudulent Registries of Ships".
He has served as Ordinary Member of the Law Commission that recently revised the Code of Private Maritime Law of Greece and Joint Rapporteur of the International Working Group of the Comité Maritime International (CMI) on "Liability for the Wrongful Arrest of Ships".
He is author of many books and articles in various fields of law.
Holder of an LL.M. degree from the University of Cambridge (UK) and a Ph.D. from Aristotle University of Thessaloniki (Greece).

Nadia Theodore, (BA Hons and MA [Political Science], Carleton University; LLB, University of London) began her public service career at the Canada Revenue Agency in 2000. She subsequently worked with the Department of the Solicitor General.
She joined International Trade Canada in 2004. At Headquarters, she has served as director of the Trans-Pacific Partnership negotiations, director of the Secretariat for the Canada-European Union Comprehensive Economic and Trade Agreement and chief of staff to the deputy minister of international trade. Abroad, she served at the permanent mission in Geneva from 2009 to 2012 and as consul general in Atlanta from 2017 to 2020.
Most recently, she worked as a senior vice president at Maple Leaf Foods, a Canadian consumer packaged goods company and the world’s first major carbon neutral food company.

H.E. Pen Thirong is a Secretary of State of the Ministry of Economy and Finance (MEF), and a Deputy Secretary General of the Steering Committee of Public Financial Management Reform, who leads the preparation of draft rules and regulations for managing public investment projects. He is also a member of the Supreme National Economic Council (SNEC), Director for Cambodia to the ASEAN Infrastructure Fund (AIF) Board of Directors, and Alternate Director of the Asian Infrastructure Investment Bank (AIIB) for Cambodia, Indonesia, Lao People's Democratic Republic, Sri Lanka, and Timor-Leste.
He holds responsibilities for overall work in relation to public investment financed by external and domestic borrowing and grants, and management of public debt. He leads the technical team in the preparation of rules, regulations, and policy frameworks for managing public investment projects and public debt management including the development of government securities.
He was an Under Secretary of State of the Ministry of Economy and Finance (MEF) for four years from June 2020 to September 2024. Previously, he served as a Director General of the General Department of International Cooperation and Debt Management, MEF; an Advisor to ADB's Board of Directors, Manila, Philippines; a Deputy Director of the Department of Investment and Cooperation, Chief of ADB Unit; and a Financial Officer of the MEF.
H.E. PEN Thirong holds a Master in Business Administration from the Ateneo De Manila University, Graduate School of Business, Manila, Philippines; and a Master in Financial Economics from the University of London, England.
Deneka Thomas (they/them) is a Spoken Word Artist, a poet, arts educator, and activist from Trinidad and Tobago. They are recognised internationally for their work on gender issues, LGBT+ advocacy, women’s empowerment, and environmentalism.
Deneka is the 2018 Grand Slam Champion of the First Citizens National Poetry Slam, third place winner in 2019, and four-time finalist of the competition. They have performed and spoken at TEDx Port of Spain, the Trinity College Hip Hop Festival, the Women Deliver Conference, the Nairobi Summit (ICPD+25) and several other local and international events. Deneka’s work has also been published in several literary journals including Moko Magazine and Shade Literary Arts.
