Dr. Didacus Jules assumed the post of Director General of the OECS in May 2014. He is responsible for driving the regional integration thrust towards a single economic and social space involving ten Eastern Caribbean States.
Dr. Didacus Jules had extensive regional and international experience. He served as Registrar and Chief Executive Officer of the Caribbean Examinations Council (2008-2014) leading a thorough modernization of the Council. Dr. Jules has also served as Vice President Human Resources Cable and Wireless Saint Lucia (2005-2008); Permanent Secretary for Education & Human Resource Development Saint Lucia (1997-2008) as well as Permanent Secretary for Education and Chief Education Officer in revolutionary Grenada from 1981-1983.
Dr. Didacus Jules has provided consultancy services to national governments, regional and international organisations in the Caribbean, Africa, Europe and North America. He has also served on many private sectors, educational, and philanthropic boards. Dr. Didacus Jules holds a BA (Hons) from the University of the West Indies Cave Hill, an MSc in Curriculum & Instruction and a PhD in Educational Policy and Curriculum & Instruction from the University of Wisconsin-Madison as well as a MBA from the University of the West Indies Cave Hill.
Philip Julien is CEO and Chairman of Kenesjay Green. In 2019, Philip launched Kenesjay Green Limited (KGL) as a pioneering entity for the energy transition industry of the Caribbean. Its primary goal is to establish renewable and low-carbon-based energy projects for Trinidad & Tobago and the Caribbean. One of its projects under development is for the large scale production of low carbon and green hydrogen for the petrochemical sector of Trinidad and Tobago.
Philip has been developing other energy decarbonisation opportunities in the Caribbean, including in geothermal-rich Dominica. He has also been an advocate for regional green energy integration across the Region.
Philip is also the Founder of the Heroes Foundation – a registered not-for-profit non-governmental organisation which was established in 2002, to “Create the Next Generation of Heroes”.
Philip holds a Bachelors of Chemical Engineering from McGill University. He has held management and leadership roles in the Trinidad and Tobago energy sector since returning in 2001.

Mr. Li Junhua of China was appointed as the Under-Secretary-General for Economic and Social Affairs effective 25 July 2022.
Prior to his appointment, Mr. Li was Ambassador Extraordinary and Plenipotentiary of China to Italy and San Marino. He brings to the position perspectives and visions on fostering multilateral economic and social cooperation, with a commitment to engage with all parties to further implement the 2030 Agenda including dedication to serve Member States. He has contributed to numerous meetings of the Economic and Social Commission for Asia and the Pacific (ESCAP), the United Nations General Assembly and Security Council, as well as other multilateral meetings including the G20, Asia-Pacific Economic Cooperation (APEC), Asia–Europe Meeting (ASEM), BRICS etc.
As Under-Secretary-General for Economic and Social Affairs, Mr. Li guides UN Secretariat support for the follow-up processes of the 2030 Agenda for Sustainable Development, including the High-level Political Forum on Sustainable Development. He also oversees the substantive services to many intergovernmental processes, including the annual meetings of the Second and Third Committees of the General Assembly, the meetings of the Economic and Social Council, including its Development Cooperation Forum, and the work of the subsidiary bodies of ECOSOC. In addition to intergovernmental processes, Mr. Li oversees DESA’s policy analysis and capacity development work. He also serves as the Convenor of the Executive Committee on Economic and Social Affairs, and advises the United Nations Secretary-General on all development-related issues, including climate change, internet governance, and financing for development.
Mr. Li began his career at the Foreign Affairs Ministry in 1985. Since then, he has served in various capacities, including as Director General of the Department of International Organizations and Conferences, Ministry of Foreign Affairs of China (2013-2019), Ambassador Extraordinary and Plenipotentiary of China to Myanmar (2010-2012), Deputy Director General of the Department of International Organizations and Conferences (2008-2010), Minister Counselor (Political), Permanent Mission of the People’s Republic of China to the United Nations (2003-2008), Division Director and Counselor in charge of UN General Assembly and Security Council Affairs (2001-2003), Second and First Secretary, Permanent Mission of the People’s Republic of China to the United Nations (1997-2001). Third and Second Secretary, the Department of International Organizations and Conferences (1992-1997) and Assistant to the Permanent Representative, Permanent Mission of China to the UN Economic and Social Commission for Asia and the Pacific, Bangkok (1986-1992).
Mr. Li holds a Master’s in International Public Policy, School of Advanced International Studies, Johns Hopkins University.

Ninette K. Mwarania is the Manager of the Planning and Research (P&R) Department, the central planning unit for the Competition Authority of Kenya, as the output is used to initiate enforcement actions and guide advocacy programs. Ninette's main focus is to ensure that the Department produces credible economic evidence and guidance that the Authority can rely on in the cases being handled. Additionally, P&R monitors performance to ensure that the authority's vision is realized, advances the Authority’s internal and external knowledge management and enhances institutional risk management practices.
Fredrik Aasche Kaada is the founder of the digital marketing firm, Net Expert Hub and co-founder of a solar tech startup, Kitos Light.
He is completing a Master’s degree in Innovation, Entrepreneurship and Society at Norwegian University of Science and Technology. He is a member of the UNCTAD Youth Network, and has participated at several international events, such as the UNCTAD Youth Forum 2018.
He believes in the power of quality education, diversity and innovation to create a better society.

Sigrid Kaag is Minister of Finance and Deputy Prime Minister of the Netherlands since January 2022. She previously served as Minister for Foreign Trade and Development Cooperation from October 2017 to August 2021 and Minister of Foreign Affairs from May 2021 to September 2021.
Prior to that, Sigrid Kaag worked as a diplomat for the United Nations. She served as Assistant Secretary-General for the UN Development Programme (UNDP) in New York from 2010, UN Under-Secretary-General in Syria from 2013 and UN Under-Secretary-General in Lebanon from 2015.

Patrick Kabanda is the author of The Creative Wealth of Nations. Kabanda identifies as an Undercover Artist and Well-Tempered Non-Economist.
Hehas pursued a career linking the arts and international affairs. In his 2013 capstone project for a Master of Arts in Law and Diplomacy at The Fletcher School at Tufts University, entitled “Where Culture Leads, Trade Follows,” Kabanda outlined policy measures that could advance the value of African music in the international trade in services.

Fred Kabanda is Manager of the Extractives Division at the African Natural Resources Management and Investment Centre (ANRC) of the African Development Bank, where he oversees the work streams in oil, gas and mining sectors. He represents the Bank at boards of several institutions, including being the Bank’s representative on the EITI Board as an observer.
Before joining the Bank, Mr. Kabanda worked with Uganda’s Ministry of Energy and Mineral Development where his last position was Assistant Commissioner. He has also previously worked as a lecturer in Makerere University’s Geology Department. He is passionate about using natural resources to benefit citizens in host countries, including promoting feasible value addition programs that generate employment for the people.
He is trained in Engineering, Geology and Management. He holds a Master of Science degree in Petroleum Engineering from the Norwegian University of Science and Technology, Trondheim. He also holds degrees in Geology from Makerere University together with several postgraduate trainings in policy and management from the International Universities across the world.
