La 9ème Conférence des Nations Unies chargée de revoir tous les aspects de l’Ensemble de principes et de règles équitables convenus au niveau multilatéral pour le contrôle des pratiques commerciales restrictives

En tant que réunion de plus haut niveau sur la concurrence et la protection du consommateur au niveau multilatéral, cette Conférence impliquera des ministres, des responsables des autorités de la concurrence et de la protection des consommateurs, ainsi que des hauts fonctionnaires des États membres.

Conformément à la résolution 79/195 de l'Assemblée générale, la Conférence offrira aux participants l'opportunité de discuter des questions de concurrence et de protection des consommateurs à l'échelle nationale, régionale et internationale. C'est une occasion pour la communauté mondiale de continuer à promouvoir le bien-être des consommateurs à travers des marchés ouverts, équitables, dynamiques et inclusifs, sans laisser personne de côté.

Une conférence pour façonner l'avenir des marchés mondiaux

Les lois et politiques en matière de concurrence et de protection des consommateurs sont essentielles pour garantir des marchés ouverts, dynamiques, équitables et sûrs, qui constituent des moteurs clés de la croissance économique, de la réduction de la pauvreté et de la réalisation des Objectifs de Développement Durable.

La Conférence vise à contribuer à des réformes significatives des lois et des politiques et à une meilleure application dans les pays en développement.

Les résultats de la Conférence mettront également en exergue des orientations à la CNUCED concernant son futur programme de travail sur la concurrence et la protection des consommateurs, y compris l'assistance technique et les efforts de renforcement des capacités pour les pays en développement et les pays les moins avancés.

Célébration de deux étapes importantes

La Conférence commémorera deux étapes significatives : le 45e anniversaire de l'adoption de l'Ensemble des Principes et Principes et Règles Équitables de l'ONU sur la Concurrence et le 40e anniversaire de l'adoption des Principes Directeurs des Nations Unies pour la protection du consommateur.

Le 7 juillet, immédiatement après la Conférence, se tiendra la seizième réunion de la Cadre de partenariat de la CNUCED pour la recherche sur la concurrence et la protection du consommateur. Créée en 2010, la Cadre sert de mécanisme informel pour impliquer les chercheurs dans le travail de la CNUCED sur les questions relatives à la concurrence et la protection des consommateurs.

Pedro Manuel Moreno
Deputy Secretary-General
UNCTAD

Mr. Pedro Manuel Moreno of Spain, is Deputy Secretary-General of UNCTAD.

He has over 20 years of experience of working for multilateral and intergovernmental organizations in programme, management and strategic positions both in the field and at headquarters.

He was Deputy Secretary-General of the Communication for Development Committee at the Spanish National Commission with the United Nations Educational, Scientific and Cultural Organization (1999-2004), and for the United Nations Development Programme, at the Country Office in Ecuador and, in New York City, as part of the Human Development Report team, at the Regional Bureau for Latin America and the Caribbean and at the Executive Office.

In 2014, he was appointed Chief of Staff of the Ibero-American Conference in Madrid, where he coordinated key political processes and South-South cooperation projects.

In September 2021, he was named Chief of Staff and Director of the Office of the Secretary-General of UNCTAD.

Jiraporn Sindhuprai
Minister of the Prime Minister’s Office
Government of Thailand

In May 2024, Jiraporn was appointed as Minister Attached to the Prime Minister's Office, where she continues to contribute to Thailand's strategic national development. Having worked closely with former Prime Minister Srettha Thavisin and the current Prime Minister Paetongtarn Shinawatra, she brings a wealth of experience in governmental affairs and policy implementation.

Jiraporn was elected as a Member of the House of Representatives for two consecutive terms since 2019. During her tenure, she was appointed as the Secretary of the Standing Committee on Economic Development of the House of Representatives, where she played a key role in shaping and overseeing national economic policies aimed at fostering sustainable growth and development across sectors.

Born on 1st September 1987 in Roi Et, Thailand, Jiraporn Sindhuprai has quickly risen as a key figure in Thai politics. She holds a Master's degree in International Business from the University of Reading, UK. Her academic background, combined with her deep understanding of global trade, led her to begin her professional career as a Trade Officer at the Department of Trade Negotiations, Ministry of Commerce, Thailand.

Sherif Farouk
Minister of Supply and Internal Trade
Government of Egypt

H.E. Dr. Sherif M. Farouk serves as Minister of Supply and Internal Trade for the Arab Republic of Egypt. 

An eminent Egyptian economist and reform leader with decades of executive experience in banking, financial inclusion, and institutional modernization, Dr. Sherif Farouk has led transformational reforms in Egypt’s food security policy, digital subsidy systems, and internal trade development. 

His leadership is rooted in data-driven governance, inclusive policy design, and a strong commitment to social protection aligned with Egypt Vision 2030. 

Dr. Farouk holds a Doctorate in Business Administration (DBA) from Ain Shams University (2013), an MBA in Banking from the Arab Academy for Banking and Financial Sciences (2009), and a Bachelor of Commerce in Accounting from Ain Shams University (1987). 

His key executive roles include serving as Minister of Supply and Internal Trade (2022 – Present), Chairman of Egypt Post Authority (2020 – 2022), and CEO & Managing Director of Nasser Social Bank (2017 – 2020). He has also held senior executive positions in the Egyptian Gulf Bank, National Bank for Development, Egyptian American Bank, and Egyptian Commercial Bank.

Pablo Bustinduy
Minister of Social Rights, Consumer Affairs, and Agenda 2030
Government of Spain

Pablo Bustinduy is the Spanish Minister of Social Rights, Consumer Affairs, and Agenda 2030. He was appointed to this position on 21 November 2023.

Pablo Bustinduy holds a PhD in Philosophy from the New School for Social Research in New York. His doctoral thesis was awarded the Alfred Schutz Memorial Award in Philosophy and Sociology in 2021.

Mr. Bustinduy began his university studies at the Complutense University of Madrid, where he earned a degree in Political Science and Administration. He furthered his studies through various scholarships and research programs in France, where he obtained a Master’s degree in History and Political Thought from the Institute of Political Studies (Sciences Po) in Paris, graduating summa cum laude; and in the United States, where he completed his doctorate.

Since then, he has worked as a researcher and professor of Philosophy, International Relations, and Social Policy at several universities in the United States and Europe, including City College of New York, New York University, and the University of Milan. He has also served as a visiting professor at Columbia University and as a Research Fellow at the Center for American Political Studies at Harvard University.

Alphonse Claude N'Silou
Minister of Trade, Supplies and Consumer Affairs
Republic of the Congo

Alphonse Claude N'Silou serves as the Minister of Trade, Supplies and Consumer Affairs of the Republic of the Congo

He is a prominent political figure in the Republic of the Congo and a key contributor to the country's development for several decades.

An architect by training, he graduated from the University of Rome in Italy. Mr. N’SILOU initially worked in the private sector as a business leader and real estate developer before dedicating his career to public service.

His governmental career is marked by remarkable longevity and expertise. He began as Minister of Equipment and Public Works from 1992 to 1993. He later led the Ministry of Construction, Urban Planning, Housing, and Living Environment from 2002 to 2017, where he oversaw numerous large-scale infrastructure projects for the country.

Since 2017, he has served as Minister of State, Minister of Trade, Supplies, and Consumer Affairs, a strategic position for the national economy. His repeated appointments to government roles reflect the high level of trust placed in him at the highest levels of the state.

On the parliamentary front, he also served as a Member of Parliament for Brazzaville for two terms.

Born in Brazzaville, married, and a father of four, Mr. Alphonse Claude N’SILOU is a seasoned statesman whose distinguished career reflects a successful transition from the technical sector to the highest spheres of politics, in service of Congo’s economic and social development.

Blerta Rama
Vice Minister, Ministry of Economy, Culture and Innovation
Government of Albania

In September 2024, Blerta Rama was appointed Deputy Minister responsible for Economic Development in the Ministry of Economy, Culture, and Innovation. Her diverse expertise and strong commitment to Albania's growth uniquely position her to make significant contributions to the country's economic, cultural, and innovative development.

Her professional profile combines a solid background in economics and finance with a keen interest in international politics. In October 2023, she continued her studies with a third executive master's degree in international politics at the CERIS-ULB Diplomatic School in Brussels. Blerta’s professional experience includes key roles at renowned institutions such as Mediolanum Bank, where she contributed to the development of the fintech project “Flowe” and managed accounting activities, and Deloitte Business Solutions, where she served as a financial advisor specializing in Technology and Performance for Financial Institutions. Her recent position as Financial and Project Manager at Corporate Venture has played a key role in developing strategic plans and analyzing startups. After 11 years, she returned to Albania, determined to contribute her expertise to the country’s development.

She completed her studies in Business Management and Economics at the University of Brescia in Italy, followed by two executive master’s degrees: one in Digital Transformation Management from Brescia and another in Project Management from Milan.

Marco Arroyo Flores
Vice Minister of Economy, Industry and Commerce
Government of Costa Rica

Marco Arroyo Flores serves as the Vice Minister of Economy, Industry and Commerce of  Costa Rica.

Marco holds a Master’s degree in Constitutional Law, and Bachelor’s degrees in Law and Political Science, and is a professional with over 20 years of experience in governmental and regulatory affairs.

He currently serves as the Vice Minister for Economic Affairs, responsible for coordinating matters related to consumer protection, product quality improvement, and the strengthening of economic and market analysis to support decision-making.

He has an extensive career in the public sector, with a strong background in strategic areas such as public policy formulation, implementation, and monitoring, as well as in planning, telecommunications, environmental matters, and economic development.

He previously served as Director General of the National Environmental Technical Secretariat (SETENA) at the Ministry of Environment and Energy (MINAE), and has held key positions in the Ministries of Science, Innovation, Technology and Telecommunications, as well as National Planning, among others.

Nidhi Khare
Secretary, Ministry of Consumer Affairs, Food, and Public Distribution
Government of India

Ms. Nidhi Khare has been serving as Secretary, Department of Consumer Affairs in the Ministry of Consumer Affairs, Food and Public Distribution since 1 April 2024. 

She previously served as Secretary, Department of Land Resources in the Ministry of Rural Development, where she was actively involved in advancing land records management and enhancing transparency in land administration. 

She has served as District Collector in Madhubani, Jamshedpur, and Dumka in the Indian states of Bihar and Jharkhand. 

She completed her education in Dehradun and Lucknow and holds a Master’s degree in Biochemistry.

Anna Yuryevna Popova
Head of the Federal Service for Surveillance on Consumer Rights Protection and Human Well-being
Russian Federation

Anna Yuryevna Popova is the Head of the Federal Service for Surveillance on Consumer Rights Protection and Human Well-being (Rospotrebnadzor), Chief State Sanitary Physician of the Russian Federation. 

Prof. Popova earned a PhD degree and then, in 2005 obtained a Professor's degree. Since 1984 Prof. Popova worked in various management positions within the Russian system for Human Well-being, which is responsible for consumer protection. 

In 2014 Prof. Popova was appointed by the Prime Minister of the Russian Federation as a Head of the Federal Service for Surveillance on Consumer Rights Protection and Human Well-being.  Since then, she heads the Federal Service, that reports directly to the Government of the Russian Federation and encompasses 80 000 staff in its headquarters and regional offices. 

Prof. Popova is the author and initiator of the Russian Consumer Protection State Policy Strategy until 2030, as well as many other advanced national laws and projects in the field of consumer protection, including financial education, e-commerce challenges regulation, as well as special legislation for the protection of vulnerable consumers. 

She also launched the state information digital portal for consumers and a unique digital labelling initiative, which enables tracing counterfeit consumer products and preventing them from distribution.

Soo Hyun Yoon
President
Consumer Agency of the Republic of Korea

Soo Hyun Yoon has been serving as the President of the Korea Consumer Agency since November 2023, following 30 years of experience at the Korea Fair Trade Commission (KFTC).

During his tenure at the KFTC, Mr. Yoon held several leadership roles, including Director of the International Cooperation Division (2006-2010), Director for Planning and Budget (2012-2015), Spokesperson (2018), Standing Commissioner (2020-2022), and Vice Chairperson (2023). Throughout his career, Mr. Yoon contributed to the promotion and enforcement of consumer policies, including developing legislation, planning budgets, and managing cases involving law breaches.

He has also accumulated extensive experience in international cooperation. In 2007, as Director of the International Cooperation Division, Mr. Yoon co-led the committee on competition during the Korea-U.S. Free Trade Agreement negotiations. He played a key role in drafting the competition chapter, which includes provisions on cross-border consumer protection. From 2007 to 2010, he also served as the Councilor for Competition at Permanent Mission of Korea to the OECD, where he actively participated in international forums, namely the OECD Committee on Consumer Policy and UNCTAD meetings.

Since assuming the presidency of the Korea Consumer Agency in 2023, he has led consumer affairs in Korea, achieving notable successes, including resolving large-scale consumer harms and blocking unsafe consumer products from overseas.

Mr. Yoon holds a Bachelor’s degree in Economics from Seoul National University and a Ph.D. in Economics from the University of Missouri, USA.

Ana Gallego
Director-General for Justice and Consumers
European Commission

Ana Gallego is the Director-General for Justice and Consumers at the European Commission since November 2021. Before joining the European Commission she was Director-General of International Legal Cooperation and Human Rights in the Ministry of Justice in Spain. 

She has a degree in law from the University of Granada, Spain and studies in Translation and Interpretation from the same university.

Maksim Yermalovich
Minister in charge of Competition and Antitrust Regulation
Eurasian Economic Commission

Maksim Yermalovich was appointed Eurasian Economic Commission (EEC) Minister in charge of Competition and Antitrust Regulation on February 1, 2024. In this role, his responsibilities include:

  • Overseeing competition policy within the Eurasian Economic Union (EAEU).
  • Ensuring compliance with general competition rules in cross-border markets of the EAEU, including detecting and addressing anti-competitive behavior across Member States.
  • Managing public procurement policy within the EAEU.

Since August 1, 2022, Maksim Yermalovich held the position of Deputy Head of the Administration of the President of the Republic of Belarus.

On July 20, 2020, he was named Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the United Kingdom of Great Britain and Northern Ireland, with concurrent accreditation as Ambassador to Ireland.

Between 2011 and 2014, he was appointed Deputy Minister of Finance, followed by serving as First Deputy Minister of Finance from 2014 to 2018. On August 31, 2018, Maksim was appointed Minister of Finance of the Republic of Belarus.

From 1999 to 2002, Maksim held various positions within the State Tax Committee of Belarus (now the Ministry of Taxes and Duties). He then served in the Ministry of Finance of the Republic of Belarus from 2002 to 2011, where he was Deputy Head of the Tax Revenue Department and Head of the Budget Policy Directorate.

Maksim Yermalovich was born on June 26, 1977, in Lepel, Vitebsk Region, Republic of Belarus. He graduated from the Academy of Public Administration under the aegis of the President of the Republic of Belarus.

Daniel Arribas Gonzalez
Director General for Consumer Affairs, Ministry of Social Rights, Consumer Affairs and 2030 Agenda
Government of Spain

Daniel Arribas Gonzalez is the Director General for Consumer Affairs of the Ministry of Social Rights, Consumer Affairs and 2030 Agenda, of the government of Spain.

Daniel Arribas holds degrees in Law and Economics from Universidad Carlos III de Madrid, as well as a Master’s degree in European Union Law from the same university. In the previous legislative term, he worked as the legal head at the Ministry of Consumer Affairs, leading regulatory production and legal advising in that area.

As a lawyer, he has specialized in Competition Law. He has developed his career in both national and international law firms and has participated in providing legal advice on administrative sanction proceedings before national and EU authorities, as well as in procedures related to merger control, state aid, and advertising law.

Wuassamba Francisco Fortunato Matias Neto
Deputy Director General
National Institute for Consumer Protection of Angola

Wuassamba Neto is the Director General of Angola’s National Institute for Consumer Protection (INADEC), a role he has held for five years with a strong focus on defending consumer rights. His leadership at INADEC has been marked by an unwavering commitment to the protection and upholding of consumer rights in Angola.

He holds a Law degree from the Independent University of Angola and is a certified Specialist and Mediator in Consumer Conflict Resolution. A member of the Angolan Bar Association, he also brings 20 years of experience in hotel management, reinforcing his commitment to service quality and customer satisfaction.

Internationally, he contributes as a lecturer on consumer protection across Portuguese-speaking African countries (PALOPs). His credentials include certifications in Food Hygiene and Safety, and he is active in legal research related to consumer rights.

Beyond law, Wuassamba Matias Neto is a dedicated scholar with interests in both legal studies and the Christian faith, combining professional rigor with intellectual and spiritual depth. His leadership continues to shape a more equitable consumer landscape in Angola.

Mimoza Kodhelaj
Director, Competition Surveillance in Productive Markets Directorate
Albanian Competition Agency

Mimoza Kodhelaj is the Director of the Surveillance in Productive Markets Directorate of the Albanian Competition Authority (ACA) since 2019, where she conducts antitrust investigations in different markets. Mimoza is also the Vice Chair of Intergovernmental Working Group on European Integration (IWGEI) Chapter 8: Competition Policy, following the accessing process of Albania in the European Union.

She is graduated in Business Informatics at Faculty of Economics, University of Tirana, in 2007. She completed postgraduate studies in Managerial Control and Information Systems Management at Maastricht School of Management, the Netherlands, in 2009, and holds a Master of Science degree in European Economic Studies from the University of Tirana and the University of Bamberg in 2011.

Among other things, Mimoza had international trainings, as she gained traineeship at the European Commission, Directorate-General for Competition, in Brussels, Belgium, in 2010. She has been involved in numerous international events as a moderator, role model, presenter, and organizer with international organizations such as OECD, ICN, TAIEX, IPA Twinning, UNCTAD, etc. Additionally, she has been engaged in teaching at the University of Tirana, Faculty of Economics, where she has conducted seminars as an external assistant in the subjects of MIS and General Informatics, and she is a lecturer at Albanian School of Public Administration where she conducts trainings for the civil servants for EU acquis Chapter 8: Competition Policy.

Jandee Eum
Director, Business Group Regulation Division
Fair Trade Commission of the Republic of Korea

Jandee Eum is an experienced regulatory expert currently serving as Director of the Business Group Regulation Division at the Korea Fair Trade Commission (KFTC) since 2025. 

With a distinguished career spanning key leadership roles in digital investigation, e-commerce, labor relations, and legal counsel divisions, she has played a pivotal role in shaping Korea’s competition and fair trade policies. 

She holds a Master’s degree in International Development Policy from Duke University and advanced degrees in Public Administration and Asian History from Seoul National University. 

Her international experience includes a fellowship at the Global Antitrust Institute at George Mason University, reflecting her commitment to advancing global antitrust cooperation and regulatory excellence.

Gegham Gevorgyan
Chairman
Competition Protection Commission of Armenia

Gegham Gevorgyan is the Chairman of Competition Protection Commission of the Republic of Armenia since 2019. Prior to his current position he was the Minister of Agriculture of the Republic of Armenia, Executive Director of Agricultural Development Fund, Project Manager of “Trade Promotion and Quality Infrastructure” Project of World Bank and RA Ministry of Economic Development and Investments, Chief lawyer of State Agency “National Centre for Legislative Regulation” at the Staff of the Government of the Republic of Armenia, EU Law lecturer at Public Administration Academy of Armenia, Short-term Expert at OSCE Office in Yerevan.

He got his Master of Law at Yerevan State University, after he continued his postgraduate study (research topic: “The problems of Legal Regulation of Concentrations in the European Union”) at Faculty of Law of the Public Administration Academy of RA. He holds a PHD in Law and has authored of numerous scientific articles.

Lukas Cavada
Executive Director for International Affairs
Federal Competition Authority of Austria

Lukas Cavada is the Executive Director for International Affairs at the Austrian Federal Competition Authority, where he is responsible for international cooperation and multilateral matters. In addition, Lukas regularly publishes and lectures on competition law. He studied law in Vienna and London.

Gustavo Augusto Freitas de Lima
Commissioner
Tribunal of Administrative Council for Economic Defence of Brazil

Gustavo Augusto Freitas de Lima is a Commissioner at the Tribunal of the Brazilian Antitrust Authority- CADE. 

He has bachelor’s degrees in Law and Marine Science, a post-graduate degree in Public Law, and a master's degree in Law. Additionally, he has taken courses at Harvard Law School and Fundação Getúlio Vargas. Mr de Lima has been a civil servant for more than 20 years and a Federal Prosecutor as of 2006. 

He worked as a legal assistant to the Presidency of Brazil for five years, serving as the Assistant Deputy Head of Economic Policy. He has also served as Head of the Litigation Department of the Prosecutor General of Brazil, where he coordinated litigation actions of all offices of the prosecutor general within independent federal government agencies, working directly with the Supreme Federal Court and the High Courts of the country. 

Mr de Lima worked as the Chief Prosecutor at the Office of the Prosecutor General of Brazil in the city of Volta Redonda, coordinating the body’s operation in the south region of the State of Rio de Janeiro. 

Before, he was an officer of the Brazilian Marine Corps, held the position of lieutenant commander and carried out functions in the intelligence and telecommunications units. Moreover, Mr de Lima was once part of the Executive Board of Empresa de Planejamento e Logística, a former public enterprise linked to the Ministry of Infrastructure, and has been a professor for graduate and post-graduate courses in the fields of Administrative, Constitutional and Tax Law.

Alessandra Weyandt
Acting Director and Coordinator for Regulation and Conformity Assessment
National Institute of Metrology, Quality and Technology of Brazil

Alessandra Weyandt is the Acting Director and Coordinator for Regulation and Conformity Assessment at the Directorate of Conformity Assessment of Inmetro – Brazil’s leading federal authority for regulating the safety and performance of consumer products. 

With a Ph.D. in Science and a solid background in public policy, she plays a key role in shaping national strategies to protect consumers through effective regulation, risk-based conformity assessment, and market surveillance. Her expertise spans regulatory systems, risk analysis, food and product safety, and project management. 

Alessandra was also an alumna of the Harvard Kennedy School’s Executive Program on Strategic Management of Regulatory Agencies, reinforcing her commitment to modern, high-impact regulatory practices.

Andrés Herrera Troncoso
National Director
National Consumer Service of Chile

Andrés Herrera Troncoso is the National Director of the Chilean National Consumer Service (SERNAC). 

A lawyer from the University of Chile, he holds postgraduate degrees in consumer law, telecommunications law, and information technology law, pursued in Chile and Spain. 

He has held senior positions at SERNAC, the Undersecretariat of Telecommunications, and the Council for Transparency. 

He is also the author of publications on consumer rights, data protection, and digital regulation.

Eddy Alcántara Castillo
Executive Director
ProConsumidor of Dominican Republic

Eddy Alcántara Castillo was appointed Executive Director of the National Institute for the Protection of Consumer Rights (ProConsumidor) on March 18, 2021, by the President of the Dominican Republic, Luis Abinader.

His appointment was unanimously ratified by the Institute’s Board of Directors for the 2023–2025 term, via Resolution No. 002-2023, which recognized his outstanding performance during the 2021–2023 term, as well as his diligent and effective management based on legal principles, demonstrated by the results achieved and the elevated positioning of the institution. Internationally, Dr. Alcántara has held prominent leadership roles in consumer protection. 

He currently serves as President of the International Consumer Protection and Enforcement Network (ICPEN) for the 2025–2026 term. 

He previously served as Pro Tempore President of the Consumer Protection Council of Central America and the Dominican Republic (CONCADECO) from 2022–2023, and as President of the Ibero-American Forum of Government Consumer Protection Agencies (FIAGC) during the 2023–2024 term. 

In addition to his public service, Dr. Eddy Alcántara Castillo is a communicator, attorney, and politician. Born in Santo Domingo, Dominican Republic, he earned his law degree cum laude from the Technological University of Santiago (UTESA).

Vivien Terrien

Competition Authority of France

Vivien Terrien is the Vice-president of the French Competition Authority. Previously, he served as Judge’s Counselor (Référendaire) at the Court of Justice of the European Union for 15 years, he acted as an International Competition Network (ICN) Non-Governmental Agent for the Luxembourg Competition Authority and he practiced as a lawyer, admitted to the Paris and New York bars. 

He is a graduate of Harvard Law School, the College of Europe and the universities of Nantes and Paris II Panthéon-Assas.  Moreover, Vivien acts as Board Member of the Polynesian Competition Authority and he is a Member of the Foresight Committee of the New Caledonian Competition Authority. 

He also sits as Board Member and Member of the Scientific Committee at the Research Institute advancing competition law and economics in small market and insular economies (ISLE). 

Finally, Vivien organizes trainings for judges and lawyers, and is academically involved as a lecturer particularly in competition law at the University of Paris II Panthéon-Assas, at the Catholic University of Paris, the University of Pau and the Adour Region, and the University of Lorraine.

Irakli Lekvinadze

Competition and Consumer Agency of Georgia

Irakli Lekvinadze has served as the Chairman of the Georgian Competition and Consumer Agency since 2019, leading the institution through a critical phase of institutional development and reform. Under his leadership, Georgia has significantly enhanced its competition framework and introduced enforcement mechanisms for consumer protection and anti-dumping legislation. His tenure has been marked by decisive actions in key markets—including pharmaceuticals, fuel, and fast-moving consumer goods (FMCG)—resulting in greater market fairness and improved consumer welfare.

Mr. Lekvinadze has also played a central role in elevating Georgia’s international standing in consumer policy. Through his strategic vision, the Agency’s enforcement efforts were recognized with awards from the World Bank Group and the International Consumer Protection and Enforcement Network (ICPEN) in 2024, highlighting Georgia as an emerging global example in effective consumer protection.

Mr. Lekvinadze brings to the role over two decades of interdisciplinary experience in economics, public administration, business journalism, and academia. He previously served as Business Ombudsman of Georgia and as Deputy Mayor of Tbilisi, where he oversaw municipal transport and urban economic development.

A Doctor of Business Administration, Mr. Lekvinadze is also an Associate Professor at Caucasus International University and has taught business and economics at leading institutions, including Ilia State University and the International Black Sea University. Earlier in his career, he was active in business media and consultancy, and he co-founded the economic newspaper Caucasian Business Week and the business portal BPI.ge.

He has participated in numerous international training programs, including leadership development with the Asian Development Bank in Tokyo, and served on the Advisory Board of Georgia’s Ministry of Finance. His doctoral research focused on the impact of administrative decisions on competition policy in Georgia.

Mr. Lekvinadze combines strategic vision with practical governance experience and is widely respected for his commitment to institutional transparency, market fairness, and economic development.

Hara Nikolopoulou

Hellenic Competition Commission of Greece

Hara Nikolopoulou is a lawyer and Vice President of the Hellenic Competition Commission. 

She has handled numerous cartel, abuse of dominance and merger cases in a wide range of industries. She has served the HCC since 2011 in various positions of trust, having served as Director, Head of Units in the Legal Services Directorate and responsible for the International Relations of the HCC. 

Prior to joining the HCC Hara worked as a competition lawyer at the Hellenic Telecommunications and Post Commission, in the competition practice group of law firms in Athens and Brussels and as a trainee at the European Commission. 

Hara graduated from the School of Law of the University of Athens in 2000 and was admitted to the Athens Bar in 2002. She holds an LL.M in Corporate and Commercial Law from University College London and a Master of Science in Economics (Economic Regulation and Competition) from the Department of Economics of City University in London.

David Kemei

David Kemei was appointed Director-General of the Competition Authority of Kenya on 7th October, 2024. In this role, he is tasked with championing and spearheading execution of the Authority’s mandate as outlined in the Competition Act CAP 504.

He has a wealth of expertise and knowledge spanning over 30 years in various sectors, including regulatory, financial, academia, health, tourism, energy, commercial and corporate governance, with over fifteen years in senior leadership roles. His skillset includes corporate and financial management, accounting, project implementation, resource mobilization, collaboration with global agencies, and stakeholder management.

Mr. Kemei holds a Master’s degree in Business Administration and a Bachelor’s degree in Commerce from the University of Nairobi. He is a qualified public accountant, a Certified Regulation Specialist, and a certified practitioner in executive coaching.

He previously worked at DGMB Training Solutions Ltd, the Electricity Regulatory Board (now the Energy and Petroleum Regulatory Authority), the Nation Media Group, Windsor Golf Hotels & Country Club Ltd, Kenya Shell (now Vivo Energy) and lectured at five (5) universities, among others. In addition, he has served on public sector Boards as a chairperson and director at Kenya Reinsurance Corporation, Zep Re, Kenya Medical Training College. He has served as the chair of the audit committee at the Commission for Revenue Allocation.

Renato Ferrandi

Renato Ferrandi is the Director for International and EU Affairs of the Italian Competition Authority. He represents the Authority in international fora (including ICN, OECD, UNCTAD and G7 Competition Summit), manages bilateral cooperation projects and participates as speaker in international exchanges and capacity building projects.

Renato has more than twenty years of experience on competition and consumer protection. He was case manager of numerous investigations at the Italian Competition Authority, carried out several market studies and drafted formal opinions addressed to the Government or the Parliament.

Between May 2019 and January 2023, he worked at the OECD as the Head of the Regional Competition Centre for policy advice and capacity-building in Eastern Europe and Central Asia.

He was also a Seconded National Expert at the DG COMP of the European Commission for three years, between 2010 and 2013.  He worked inter alia on the Ebooks case, on a State infringement case regarding digital TV spectrum in Italy, and on the assignment of premium sports rights in Europe.

Martyna Derszniak

Martyna Derszniak leads the international projects and policy coordination of Poland’s Office of Competition and Consumer Protection in the field of competition and consumer protection. The International Cooperation Office conducts projects, bilateral cooperation initiatives, and is involved in the cooperation of consumer and competition in EU structures as well as networks in OECD, UNCTAD, ICN and ICPEN.

Having worked on a wide range of public policies as a consultant, Martyna has not only gained expertise in the field of socio-economic development and competitiveness as well as territorial cooperation but also developed a critical perspective on policy-making and the processes of governance and strategy development. As a public policy expert, Martyna has written and contributed to a number of documents, reports, publications, policy briefs on a variety of topics. Martyna has also held workshops and participated in conferences in a variety of settings with the aim of disseminating the findings of her work.

With over 35 years of experience in consumer protection policy and law, she is a respected expert in the field. She actively represents the DGC and Portugal as a member of several European and international cooperation networks, including the Consumer Protection Network (CPN), Consumer Protection Cooperation (CPC) network, UNCTAD, FIAGC, OECD (serving as one of the Vice-Chairs of the Committee for Consumer Protection “Bureau”), and ICPEN.

Natália Leite

From January 2023 to March 2024, She served as Head of Unit in the Communication to Consumers Department, where she led initiatives to enhance public awareness and transparency in consumer rights.

Between 2017 and 2022, she worked as both a lawyer and communication officer at the European Consumer Centre Portugal, playing a key role in providing legal assistance and cross-border consumer dispute resolution.

Maxim Shaskolsky

Maxim Shaskolsky was appointed Head of the Federal Antimonopoly Service (FAS) of Russia on 11 November 2020.

He began his professional career in 1996 as Head of the Securities Department at Yuganskneftebank. Between 2000 and 2001, he served as an adviser to the Governor of the Leningrad Region, Valery Serdyukov. From September 2001 to February 2005, he held the position of First Deputy General Director of CJSC Petroelektrosbyt.

Following this, Mr. Shaskolsky became Deputy Director for Consumer Relations in the Sales Department of JSC "Lenenergo". In October 2005, this division became the foundation for the Petersburg Sales Company, where he served from 2005 to 2010 as Deputy General Director and Director for Consumer Relations. From April 2010 to March 2013, he was Managing Director and First Deputy General Director of the same company, and from 2013 to 2019, he served as its General Director.

In January 2019, he was appointed Advisor to the Acting Governor of St. Petersburg, Alexander Beglov. Shortly thereafter, from January 23, 2019, to November 10, 2020, he served as Vice Governor of St. Petersburg, overseeing energy policy and tariff regulation. He coordinated the activities of key city committees related to tariffs, energy, and engineering support.

He graduated in 1997 from the Faculty of Economics at St. Petersburg State University with a degree in economics and qualification as a teacher of economic disciplines.

Andrey Tsyganov

Federal Antimonopoly Service of the Russian Federation

Andrey Tsyganov chairs the Federal Antimonopoly Service (FAS) of Russia on Analysis of Commodity Markets and the Methodical Council, as well as serving on the Expert Council on Foreign Investments.

Mr. Tsyganov has been working at the Federal Antimonopoly Service (FAS) of Russia since 1990, and since 2004, he has served as the Deputy Head of the agency. Throughout his distinguished career, he has been actively involved in legislative development, contributing as a key architect of major antimonopoly laws.

At FAS Russia, Mr. Tsyganov specializes in international economic cooperation and the oversight of foreign investments in economic entities deemed strategically significant for national defense and security. He is a member of several sub-commissions within the Governmental Commission on Economic Development and Integration, focusing on non-tariff regulation, defense in foreign trade, sustainable economic development, and technical regulation including sanitary and phytosanitary measures.

Mr. Tsyganov actively represents FAS Russia in international forums including BRICS, APEC, OECD, ICN, ICAP, and UNCTAD. He leads bilateral negotiations with foreign competition authorities and has contributed extensively to FAS Russia’s international cooperation efforts in antimonopoly policy.

An accomplished author, he has published numerous articles and co-authored books on competition law, foreign investment, and small business support.

For his significant contributions to competition policy, prevention, and suppression of monopolistic practices, Mr. Tsyganov has been honored with the Order of Friendship by the President of the Russian Federation. He also holds the II class Medal of the Order "For Merit to the Fatherland", the title of Honored Economist of the Russian Federation, and has received several awards from FAS Russia, including the titles Honorary Employee of the Antimonopoly Authority of Russia and the Medal for Excellence in Service.

Mr. Tsyganov graduated with honors in Economics from Moscow State University (MSU) in 1983. In 1986, he completed his postgraduate studies at MSU, successfully defending his PhD thesis on planning and organization of economic administration. In 2000, he earned a degree in Law from the Russian Presidential Academy of National Economy and Public Administration.

Fahad Alshathri

Board Member of the Governance, Risk and Compliance Committee at the Real Estate Development Fund A respected executive leader in the Public and Private Sectors within the Kingdom of Saudi Arabia, and in the corresponding international finance community. During the 30 years spanning his career, he has been at the forefront of influencing strategic and critical decision making during repeated international crisis and in support of key transformational national development initiatives.  He led several leadership roles as the Deputy Governor of Research and International Affairs, SAMA, Deputy Governor Supervision, SAMA, Executive Director and Member of the Executive Board, IMF, Economic Advisor, Ministry of Finance.

He has shaped, directed, and influenced significant elements of the Kingdom’s international institutional policy, regulatory and economic development, including contributions and commitments at the G20 and also at the IMF in his earlier career, and through continuous representative governance. In addition to his research-based and representative roles, his leadership included the regulatory and supervisory control functions of the Saudi Central Bank, in pursuit of financial stability. 

He has earned recognition nationally and internationally for his participation in, and contribution to multiple institutions, initiatives, official forums, boards of directors and committees.

Doris Tshepe

Doris Tshepe became the Commissioner of the Competition Commission of South Africa on 01 September 2022. A former competition law practitioner representing clients in several significant competition cases, Commissioner Tshepe had been active in the competition field for many years and brings her wide experience on matters relating to the mandate of the Competition Commission. This includes deep insights into advising the government on competition law reforms.

Ms. Tshepe holds a B Proc degree, an LLB degree, and an LLM degree in Tax Law. She has been a practicing attorney for more than 20 years specializing in constitutional and administrative law, legislative drafting, media and communication law, commercial law, competition law, and employment law with a wide range of public and private sector clients.

She served on an Advisory Panel on the major amendments to the Competition Act, which was signed into law by South African President, Cyril Ramaphosa, in 2019. She served as the Managing Director at a prominent law firm, Cheadle Thompson and Haysom Inc (CTH) until 30 June 2018 and is a member of the Judicial Services Commission (JSC).

Doris was centrally involved in the drafting of a number of legislations, including the Liquor Amendment Bill, the Use of Official Languages Act and its draft Regulations, the Special Economic Zones Act and its Regulations, Standards legislation for the Department of Trade and Industry, Gauteng Shared Service Agency Bill, Regulations in terms of the Media Development and Diversity Agency Act, 2002, Further Education and Training Bill, 2003 for the Gauteng Department of Education, including regulations in terms of this Bill, Code of conduct for governing bodies of public schools in Gauteng.

Furthermore, Doris provided advice on various labour legislation, including the Employment Equity Act, Labour Relations Act, and the Basic Conditions of Employment Act, including drafting various human resources policies including terms and conditions of employment, HIV/AIDS policies, electronic communications policies, and grievance and disciplinary policies. Doris was also intricately involved in the establishment of the Media Development and Diversity Agency, including advising it on various corporate governance policies and agreements with various funders.

Mabuza's expertise lies in fostering collaboration among regulators to benefit consumers within South Africa and beyond. Her extensive experience in public sector management and governance has equipped her with the skills and novelty to drive meaningful change within the consumer protection landscape.

Yvonne Stein

Yvonne Stein  has served as Deputy Director of the Consumer Policy Division at the Ministry of Finance of Sweden since 2015. Her main field of responsibility is product safety of goods and services, including textile fibres, market surveillance and standardisation within the field of consumer protection. She has been an expert in the investigation to implement the Market Surveillance Regulation. Mrs Stein has been the Swedish delegate negotiating the Commission Proposal for a Regulation on General Product Safety and is the Swedish negotiator for the Commission Proposal for a new regulation of safety of toys. She is delegate in OECD Consumer Committee and since 2018 vice chair in the Bureau for the Working Party of Consumer Product Safety. She is also active within UNCTAD ‘s Intergovernmental Group of experts within the field of product safety.

Sweden held the Presidency at EU for the first time in 2001 and Mrs Stein was designated to work as a negotiator for the Swedish Government, Ministry of Justice when returning to Sweden. 2005-2006 Mrs Stein was appointed key legal expert by the European Commission in the EC Cards project Capacity Building in the area of Consumer Protection (2005-2006) for coming member states in Zagreb Croatia. As the legal expert she was responsible for legislative and policy work in the field of Consumer Protection, capacity building and institutional strengthening. Strengthening Croatian product safety legislation and capacity to conduct risk assessment and enforcement and training of civil servants was a key issue.

She started her career as a lawyer at the Swedish Consumer Ombudsman, the Swedish Consumer Agency, where she conducted legal investigations and analysis on juridical issues as well as negotiations with Confederation of Swedish Enterprise and   commercial enterprises particularly within the product safety field. After Sweden become a member state in EU Mrs Stein was appointed national expert at the European Commission in Brussels, DG Health and Consumer Protection (DG SANCO) (1998-2000). She participated in the development of the Guide for the New Approach and the revision of the 92/59 EEC General Product Safety Directive. During that period, she was also the coordinator for legal/juridical issues related to the enlargement process, taking part in the negotiation process within the field of consumer protection in Brussels as well as frequently in each of the 10 coming members states.

She has a Master of Law degree from Lund University. She specialised in international commercial law and has a diploma in European Community Law. Mrs Stein has over 30 years of professional experience in the field of Consumer Protection Policy. Product safety in a very broad context has been the red line through her career and she has taken part in the development of product safety at national, EU, OECD and global level.

Eleni Gouliou

Eleni Gouliou is Director at The UK Competition and Markets Authority (CMA). Previously was a Case Handler at the European Commission in DG Competition dealing first with telecoms and media mergers and subsequently with antitrust in the telecoms sector, most notably network sharing. Prior to the Commission, Eleni worked at Ofcom and as a competition lawyer in private practice and at the BBC.

Khalilillo Sobirjonovich Turakhujaev

Khalilillo Sobirjonovich Turakhujaev was elected Chairman of the Competition Promotion and Consumer Protection Committee of Uzbekistan on 21  June 2024, upon the recommendation of the President of the Republic of Uzbekistan, the Senate of the Oliy Majlis.

Between 2021 and 2024, Mr. Turakhujaev served as the Deputy Chairman of the Supreme Court of the Republic of Uzbekistan and Chairman of the Judicial Collegium for Civil Cases, overseeing significant developments in civil justice.

From 2017 to 2020, he was appointed as Director of the Public Services Agency under the Ministry of Justice, leading key reforms to improve government service delivery. He subsequently served as the First Deputy Chairman of the State Tax Committee and Director of the Cadaster Agency under the Committee from 2020 to 2021.

Between 2008 and 2017, he served in the Office of the President of the Republic of Uzbekistan, where he held senior roles including Deputy State Adviser and First Deputy Adviser.

From 1992 to 2008, Mr. Turakhujaev held various positions within the judicial system, including serving as a judge of the Supreme Court and later as Chairman of the Tashkent City Court for Civil Cases from 2014 to 2017.

He holds a higher legal education and is a 1st Class Counselor of Justice, with a distinguished career in the judicial and public administration sectors of the Republic of Uzbekistan.

Mbogo Ngabo Seli

Economic and Monetary Community of Central Africa

Mbogo Ngabo Seli is the Commissioner in Charge of the Common Market, Economic and Monetary Community of Central Africa (CEMAC). 

A national of Chad, Mr. Mbogo Ngabo Seli specializes in public relations, corporate communication, and strategic management. After beginning his career in West Africa in the late 1990s, he continued to build his experience in Central Africa, working in both public and private institutions. In 2014, he was appointed Deputy General Manager of the Chadian branch of the international banking group Société Générale. 

From 2015 to 2017, he held several senior positions in the Chadian government, notably serving as Minister of Territorial Planning, Urban Development and Housing, and later as Minister of Finance and Budget. 

A former senior executive at the Bank of Central African States (BEAC), he was appointed Commissioner to the Commission of the Economic and Monetary Community of Central Africa (CEMAC) during the CEMAC Heads of State Conference in 2023. He was later assigned to be the Department in charge of the Common Market.

Willard Mwemba

Willard Mwemba is the Chief Executive Officer at the Common Market for Eastern and Southern Africa (COMESA) Competition Commission. He continues to play a key role in the development of competition and consumer protection laws, guidelines and operational manuals in different countries. He also advises governments on the significance of preserving competitive markets and the consequences of its absence. 

He is a member of the Advisory Board of the United Nations Conference on Trade and Development Competition Training Centre for Middle East and Africa. Willard is also a member of a Committee of the International Chamber of Commerce, looking at the state of competition laws in small and insular economies.

Willard has written extensively on the subject of competition law and has spoken at several high-profile events. He is usually invited as a guest lecturer on the subject at Universities and Colleges at global level. He has written and contributed to scholarly articles for the Institute of European & Comparative Law/Centre for Competition Law & Policy University of Oxford, International Bar Association, Concurrences, Global Competition Review and Afronomics among others.

He holds several qualifications among them, a Bachelor of Arts in Economics and an LLB from the University of Zambia. Willard also holds a Masters degree in European Union Competition Law from University of London; Kings College and a PhD in Competition Law from the University of Cape Town.

Nathalie Khaled

Nathalie Khaled is an Economic Affairs Officer at the United Nations Economic and Social Commission for Western Asia (ESCWA), where she leads regional initiatives on competition policy, consumer protection, national development planning, and the application of behavioral insights in public policy.

She currently coordinates ESCWA’s program on strengthening competition and consumer protection frameworks across the Arab region, among others. She has led the development of regional policy tools, knowledge platforms including the Arab Competition Forum, and e-learning courses, including the “Fighting Bid Rigging in Public Procurement” training.

Ms. Khaled also directs the implementation of the Arab Business Legislative Framework (ABLF) program, which assesses national business environments in Arab countries and offers legislative recommendations to enhance investment, regulatory transparency, and economic competitiveness. She is a lead author of key ESCWA publications, including the Arab Business Legislative Framework Report and the Survey of Economic and Social Developments in the Arab Region, where she contributes to gender-sensitive analyses.

She holds a Master’s degree in Business Administration from the Lebanese American University, a Diploma in the Economics of Competition Law from King’s College London, and a professional certificate in Public Sector Leadership from Cornell University. She is an ISO-certified consultant and previously worked as an auditor for the American Management Association.

Eleanor M. Fox is a professor of law and is the Walter J. Derenberg Professor of Trade Regulation at New York University School of Law. Eleanor was a partner at the New York law firm Simpson Thacher & Bartlett. She served as a member of the International Competition Policy Advisory Committee to the Attorney General of the U.S. Department of Justice (1997-2000) (President Clinton) and as a Commissioner on President Carter’s National Commission for the Review of Antitrust Laws and Procedures (1978-79). Eleanor received an honorary doctorate degree from the University of Paris-Dauphine (2009). Ioannis Lianos is Professor, Chair of Global Competition Law and Public Policy and the founding director of the Centre for Law, Economics and Society (CLES) at the Faculty of Laws, University College London.

He is a member of the UK Competition Appeal Tribunal since 2024. He is also the founder and executive director of the Inclusive Competition Forum based in Brussels. Lianos was President of the Hellenic Competition Commission from August 2019 to January 2024.

He was elected a member of the Bureau of the OECD Competition Committee in 2021 and re-elected in 2022 and 2023. He was also a member of the EU High Level Group for the Digital Markets Act (DMA) in 2023-2024 and the Chairman of the Special Law Commission that was in charge of the preparation of the New Competition Law Bill in Greece, which led to a significant reform of competition legislation in January 2022 (Greek Law 4886/2022 which included important legislative innovations).

Additionally, she served as a Non-Governmental Advisor (NGA) to both the EU Commission and the Spanish National Commission for Markets and Competition before the International Competition Network (ICN).

In 2020, she was appointed President of the Spanish National Commission for Markets and Competition. Since January 2021, she has been a member of the Bureau of the OECD Competition Committee.

In her capacity, Eva oversees the international activities of the Unit which include bilateral cooperation as well as multilateral cooperation. 

Eva serves as bureau member and vice-chair of the OECD Working Party on Consumer Product Safety and is actively involved in the UNCTAD informal group on consumer product safety.
