
Gabriela is an accomplished international economic development professional, with extensive experience working with multilateral organizations and donors in over 12 countries across Latin America, the Caribbean, and Southeast Asia. She has completed extensive technical assistance work on trade facilitation, digital economy, entrepreneurship and innovation, and conducted research on best practices to promote electronic commerce for Small and Medium Enterprises, and women-led businesses. Throughout her career, Gabriela has achieved strategic public-private partnerships and sustained engagement of key stakeholders to advance development initiatives to foster trade, food security, and inclusion. Her work with the United States Agency for International Development, and the World Bank Group in the Central American Region has included managing complex multicounty projects, conflict management, negotiations, and facilitating conferences, focus groups, and workshops.
Since 2016, Gabriela is Managing Director for Prospera Consortium LLC, and actively works in different initiatives to promote inclusive and sustainable trade, and digital economy. Currently, Gabriela supports the multidonor team working in a new trade facilitation strategy for economic recovery in Central America; is developing a strategy to promote business formality of MSMEs with CENPROMYPE / SICA, the Organization of American States and Meta, and as well as other projects to promote value chain integration of SMEs in export markets.
Gabriela holds a Bachelor's degree in Business Administration from University Francisco Marroquin Guatemala, a Master's Degree in International Management from Thunderbird, American Graduate School of International Management, and is currently pursuing post Graduate Studies on Development and Information Technologies at the University of Washington. Gabriela lis based in SEattle, WA, where she resides with ther family.

Eunsook Moon is the Chair of ISO/COPOLCO, the International Organization for Standardization's Committee on Consumer Policy of the Republic of Korea.
She has contributed to COPOLCO for over 20 years, serving as Working Group convenor, Chair’s Advisory Group member, Vice-chair, and Acting Chair.
She leads the Institute of Consumer Safety Standards and directs the Consumer Policy Research Institute in Korea. Her work focuses on standards and policies for consumer protection.
Dr. Moon serves on national committees including the Standards Deliberation Committee (Ministry of Trade, Industry and Energy), the Consumer Policy Committee (Prime Minister’s Office), and the COPOLCO mirror committee of the Korean Agency for Technology and Standards (KATS).
Her previous roles include Director General for Civil Society at the Prime Minister’s Office and President of the National Food Safety Information Service. Internationally, she has advised WHO (Western Pacific Regional Office), FAO, APEC, and UN ESCAP.
She has taught consumer behavior at the university level for over two decades, with a Ph.D. specialization in consumer economics and science and technology policy.
Alastair Moore is Head of Analytics Machine Learning at Mishcon de ReyaLLP, a leading British law firm.
He is a UCL Computer Science PhD and co-founded spin-out Satalia.com in 2007, an optimisation and machine learning company applying constraints and machine learning methods to a variety of problems, including logistics. Clients include Tesco and PwC, and the company has pioneered the use of swam organisation design for distributed self-directed workforces.
His work at Mishcon is to focus on building the data science function and to initiate research into the emerging field of computational law. Alastair retains active research and teaching roles. He is Senior Teaching Fellow on MSc Business Analytics at the UCL School of Management where he was inaugural Programme Director and teaches technology strategy on the Beijing International MBA at Peking University.



Teresa Moreira is the Head of the Competition and Consumer Policies Branch, Division on International Trade and Commodities at UNCTAD. She joined UNCTAD in 2016 and previously served as the Consumer Director-General of Portugal and as a Member of the Board of the Portuguese Competition Authority when it was first created. She also served as Portugal’s Director-General and Deputy Director General for International Economic Relations and held senior positions at the Directorate-General for Competition.
Teresa worked for over 20 years as a Teaching Assistant at the Faculty of Law of the University of Lisbon in the areas of International Economic Law and European Law, as well as European Competition Law and European Economic Law at the graduate level.
Teresa holds a degree in Law and a master’s degree in European Law (European Competition Law) from the University of Lisbon, Portugal.
