Carlos M. Duarte is the Tarek Ahmed Juffali Research Chair in Red Sea Ecology at King Abdullah University of Science and Technology (KAUST), and Executive Director of the Global Coral R&D Accelerator Platform.
He held academic positions in Spain, Australia, Norway and Denmark, and served as President of the American Society of Limnology and Oceanography (2007-2010). Author of over 900 scientific papers, Mr. Duarte develops ocean-based solutions to global challenges, including climate change, and rebuild the abundance of marine life. He has been ranked as the top marine biologist and the 12th most influential climate scientist in the world.
The Secretary of State in the Office of Finance, Licenciado Christian David Duarte Chávez, has a distinguished academic and professional career focused on public finance, the tax system, and economic policy. His primary objective as head of the Secretariat of Finance is to uphold the Constitution of the Republic, the laws, and the Government Plan of President Xiomara Castro.
In 2022 and 2023, he served as Vice Minister of the Revenue Administration Service (Servicio de Administración de Rentas, SAR). Starting in 2023, he assumed the role of Minister-Director of the institution, a position he held until September 2024. During his tenure, he spearheaded the restructuring of Honduras' tax system through both administrative reforms and structural measures, such as the Ley de Justicia Tributaria (Tax Justice Law), negotiations for a Free Trade Agreement with China, and audits of energy-generating companies under the framework of the Ley de Rescate de la ENEE (ENEE Rescue Law).
Between 2017 and 2020, Duarte held leadership positions in the Tribunal Superior de Cuentas (Supreme Court of Auditors).
Christian Duarte holds a degree in Economics (Licenciado en Economía) from the Universidad Nacional Autónoma de Honduras (UNAH) and a Master’s in Government and Public Affairs from the Facultad Latinoamericana de Ciencias Sociales (FLACSO), Mexico.
Valérie Ducrot is the Executive Director of the Global Gas Centre (GGC) in Geneva, Switzerland, an association established in December 2014 to address energy challenges and promote gas as a sustainable commodity in the low-carbon energy transition. Valérie's professional focus includes the geopolitics of natural resources, climate action, security of supply, and international relations, emphasizing the importance of strategic partnerships for energy security and investment in cleaner technologies. Previously, she served as the Manager of the UNECE Gas Centre from 2009 to 2014 and held various roles at ENGIE. With 27 years of experience in the global energy sector, particularly in gas, she is also an Ambassador of the Commodities Trading Club and an Advisor to a Swiss company, SoHHytec. Valérie holds an MBA from EMLYON and a Master's in Political Sciences from the University of Lyon, France. Additionally, she completed the Executive Diploma Program in International Relations and Business through the Ambassador Partnership, a consultancy comprised of former Ambassadors from 15 countries.
Arash Duero specializes in the political and economic dimensions of energy resources and is a Senior Fellow at the European Cluster for Climate, Energy and Resource Security at the Centre for Advanced Security, Strategic and Integration Studies, University of Bonn.
Moreover, Arash is a Principal at Bingmann Pflüger International, one of Germany’s leading strategy consultancies specializing in energy, commodities and infrastructure. There, he heads its energy, commodities, and infrastructure operations and has for over a decade had the dual function of providing strategic and communications advice to both its Managing Partners as well as to a wide range of clients across multiple industries and functions. These include national governments, multilateral institutions, public and private corporations, infrastructure operators, SPVs, as well as national and international organizations. Arash also regularly serves as a Senior Expert at Roland Berger Strategy Consultants, is an Advisor to the Global Gas Centre, is a Member of the Economic Council Germany and is a contributor to the Atlantik Brücke’s Working Group for Natural Resources and Critical Raw Materials.
He previously worked at the European Commission's Joint Research Center - Institute for Energy, as a researcher at the Environmental Policy Research Centre of the Free University in Berlin, as a research associate at the Berlin Centre for Caspian Region Studies, participated in the Resilien-tech Working Group of the German National Academy of Science and Engineering and was a long-time Senior Fellow at the European Centre for Climate, Energy and Resource Security, Department of War Studies, King’s College London.
A native of Savannah, Georgia, USA, Arash studied economics at Georgia Southern University and holds an advanced degree in Political Science with a focus on Macroeconomics and International Energy Policy from the Free University in Berlin, Germany.
Shelley Duggan is Senior Vice President and General Counsel for Brand Protection, Trademarks & Copyright, Sector Business Units for Procter and Gamble (P&G).
She has been with P&G for 28 years, joining via the Gillette acquisition in 2006. Her expertise covers specifically, Intellectual property law, Anti-counterfeiting, criminal and civil enforcement and general trade mark and Brand Protection issues on and offline.
Shelley established the Brand Protection legal team in 2006 and in 2010 the entire end to end programme was brought under the umbrella of the legal function. Today this team consists of more than 30 individual experts from lawyers, to investigators and forensic experts, who between them have seized hundreds of millions of dollars’ worth of counterfeits and shut down hundreds of factories.
In 2013 the team was awarded the Global Anti-Counterfeiting Groups Company award the same organisation awarded Shelley with their Individual award in 2019 for personal contributions to anti-counterfeiting and brand protection.
Shelley is very active externally on behalf of P&G and until recently was the Chair of the UK Anti-Counterfeiting Group and is Co-Chair and founder member of TRACIT (the Transnational Alliance To Combat Illicit Trade).

Shara Duncan-Villalobos is Lawyer by profession and career diplomat since 2006. Currently serving as Ambassador Deputy Permanent Representative and Chargée d’Affaires a.i. of Costa Rica to the United Nations Office and other international organizations based in Geneva.
Ambassador Duncan-Villalobos has a Master’s degree in Human Rights and Education for Peace from the Universidad Nacional, Costa Rica. Graduated from the Raphael Lemkin Seminar for the Prevention of Genocide, the Summer Course on Public International Law of the Hague Academy of International Law and the XXIV Interdisciplinary Course on Human Rights of the Inter-American Institute of Human Rights, San José, among others.
She has served as Legal Advisor in the Permanent Mission to the UN in New York, Counsellor in the Netherlands, and Consul in Nicaragua. Within the Ministry she served as coordinator of the Cooperation programs with South America, advisor to the Minister on International Litigation, Advisor to the Vice Minister on Human Rights related issues, and many others.
Dr. Leith Dunn, a Jamaican Sociologist and Gender Specialist, graduated from the University of the West Indies Mona (BA, MSc) and the London School of Economics and Political Science (Ph.D.)
She worked with the UN, Commonwealth and is former Head of the UWI IGDS Mona Campus.
Her policy research/publications and teaching, have focused on gender mainstreaming: in the household, trade and economic development, the care economy, child labour, human trafficking, migration, climate change and disasters. She has received several awards for her work on gender and development from international regional and national institutions. In 2019 APolitical.com naming her among the 100 most influential persons globally promoting gender equality and gender policies.
Jonathan Dunn OBE has responsibility for climate strategy development and implementation across the Anglo American group. This includes emissions mitigation, climate engagement and advocacy, building the company’s resilience to a changing climate and drawing together different parts of the group to ensure the company is contributing to a Just Transition.
Previously, Jonathan worked in Anglo American’s Corporate Relations team, leading on UK Government Relations and building an advocacy strategy in relation to critical minerals policy. Prior to joining Anglo American in 2018, Jonathan served as a British diplomat for 21 years, during which time he spent four years in Hanoi, Vietnam and eight years in Brazil (five in Brasilia and three in Rio de Janeiro). His time in Rio coincided with the Rio 2016 Olympic and Paralympic Games and Jonathan led the UK Government’s work on the Games, receiving an OBE from HM Queen Elizabeth for this work.
Jonathan holds a bachelor degree in geography from the University of Sheffield and is based in London.
